National Intelligence Officer for Latin America SUBJECT : NSC Review of US Actions with Respect to Cuba 1. Dr. Roger Fontaine of the NSC called on 9 August to discuss with me an NSC review aimed at the third week in September which would look at five aspects of the US attempt to contain Cuba: a. implementation to date of NSDDs 17, 21, and 37; b. effectiveness of US actions in meeting the intended objectives; c. the overall costs to Cuba and the deterrent value (if any) of US actions to date; d. whether additional resources and actions are needed; e. an overall review of basic US objectives and policy needs. 2. There will probably be a request that the intelligence community prepare an overvieww, of current Cuban activities in support of Marxist/Leninst regimes or subversive/terrorist movements on three continents--Latin America, Africa, and the Middle East. This comprehensive factual overview is likely to be requested with a due date of mid-September. In addition, it is probable that the intelligence community will be expected to provide an overview assessment of the effectiveness of US actions to date (b. above) and their overall impact on Cuba (item c.).
