TALKING POINTS FOR DCI BREAKFAST WITH HAIG: USSR-CUBA-ANGOLA-SOUTH AFRICA
I. Cuban and Soviet response to latest South African operation in Angola
has amounted so far to resupply efforts and some redeployments.
III. Cubans as well as Soviets suffered casualties in the latest South African
action.

Fragmentary reports suggest the Cubans may be augmenting their forces in
Angola.

IV. Slow pace of South African withdrawal was due to several factors.
-- Size of the South African force--some 5,000 men.
-- South Africans took time to lay mines and transport captured
equipment back to Namibia.
-- Small reconnaissance units probably remain behind.
