This "fast-track" memorandum is informational. (U) 2. The meeting on Saturday was called by the NSC Staff (as oppossed to the Department of State) to deal with three subjects: -- Mobility (or transportability) of MX, in response to a request from the START Delegation (attached). -- The SS-16 issue in the SCC, in response to a request from the SCC Delegation (attached). This issue was exacerbated by a Washington Post article on Saturday by Getler on the USSR's reaction to MX/CSB, which contains "on-the-record" comments by Assistant Secretary of Defense Richard Perle on the SS-16 issue under discussion with the USSR in Geneva. -- U.S. compliance with SALT II, sparked by a Washington Post article on this subject on Saturday by Pincus, which also touches upon the ABM Treaty Review now underway in Geneva. This latter issue has important policy implications and is discussed more below. (S) 3. In each case, Q&A's were created, and agreed, to be used by the public affairs people at Defense and State on an "if asked" basis. In essence, the thrust in each instance was as follows, respectively: DOE review completed. State Dept. review completed Approved For Release 2008/04/30: CIA-RDP84B00049R001202930024-4 Approved For Release 2008/04/30: CIA-RDP84B00049ROO1202930024-4 SECRET SUBJECT: Results of Saturday's Rump IG Meeting (OUO) -- reaffirmation of earlier agreed text on the mobility of MX/CSB. -- the confidentiality of the SCC precludes further comment but the U.S. is evaluating the SS-16 issue closely. The objective was to turn this issue off; I doubt that is possible now; I emphasized in discussion and at the end of meeting that no one is to discuss the evidence on the SS-16; I think the participants all got the point. -- U.S. behavior under SALT II: the article is flawed badly on many parts of these five points -- Minuteman-III, B-52G (or H), B-l.B, MX warhead load, and ABM Treaty Review -- and U.S. activities which are relevant to SALT II all have been made for technical or operational reasons, not necessarily to comply with SALT II. It was stated by OSD that this is because no one, in fact, has defined exactly what the President's "no undercut" policy really means. I think that is correct. (S) 4. I concurred in the U.S. responses on your behalf because of the urgency and the expected minimal impact on U.S. intelligence. (C) 5. In my view, the silent consensus on these two "violations" articles appeared to be resignation to the fact that they occurred and thanks that Mr. Perle and others did not make this whole episode worse. I believe that damage to U.S. intelligence was minor but the damage to U.S. diplomacy was moderate- to-severe. (S) 6. The ABM Treaty Review issue clearly was injected into the news articles and this may have been because of the policy differences now apparent in the Executive Branch. In overview, the SCC Commissioner and all of the policy agencies, except for OSD, want some type of a final document at the end of the Review, as was originally agreed and sent to Geneal Ellis as guidance. OSD wants a unilateral press statement here in Washington, not in Geneva. A copy is attached of a recent ACDA memorandum laying out the issue in greater detail. This issue probably will have to go to the NSC for resolution. General Ellis is growing increasingly unhappy with what I believe he would call Washington's meddling and flippant changes in guidance. In any case, in Saturday's meeting, the agreed public affairs guidance essentially was: the ABM Treaty Review is underway in diplomatic channels and we have no comment at present.
