SUBJECT: Point Paper to Support Ke ote Address at Third World
Intelligence Seminar
1. Action Requested: That you approve the attached draft point paper for use in
delivering your Keynote address to the Third World Intelligence Seminar. Your address is
scheduled for 0900-0930 on 21 October 1982 at the Department of State in room 1105.
2. Background: The Intelligence Producers Council has organized a seminar on the
Third World which will convene at the State Department on 21 and 22 October. Dr.
National Intelligence Council, will be Chairman of the seminar. Dr.
will open the seminar with his commentary from 0845 to 0900 on the 21st, and he
will introduce you to the audience. The audience is certified to be cleared for SECRET.

The audience will consist of about 80 individuals from the Departments of State,
Commerce, and Defense, the National Security Council, Intelligence Agencies, and
academic institutions. Some 40 of these people will be area experts assigned to four
geographic panels (Latin America, Sub-Saharan Africa, Middle East-South Asia, and East
Asia) each chaired by a National Intelligence Officer. The panels will meet in separate
rooms periodically during the seminar to identify Third World areas of paramount
importance as intelligence targets. The panels will also identify countries of moderate
interest, having the potential to move into the first subset, and will cite problems, issues,
and trends that are a ected to affect US security in high interest areas over the next
five to ten years.
A second seminar session is scheduled for 18 and 19 November. The first da will
convene at State and the second day at the Community Headquarters Building
Briefings and discussions on 21/22 October and 18 November will be conducted at
the SECRET level On the 19th, the sessions will be SI/TK, and will examine collection
and reporting requirements, management of the intelligence production effort, and
anticipated shortfalls in production-all based on findings of the first seminar series on
21 and 22 October. Because of the change in orientation between the two sessions, many
of the attendees on 21/22 October will not be invited to attend the November sessions in
toto, although the briefings on the 18th will be open to essentially the same audience.
Results of the seminar will be compiled by the Intelligence Producers Council
Staff, coordinated, and forwarded for your consideration.
