We will be hearing about this proposal (attached) and others along similar lines from the White House and perhaps from the Hill. 2. For my Hill briefings, I want our present assessment of where the Soviets stand on missile defense, on laser and directed energy capabilities, and the vulnerability of our space-borne systems, the threat represented by the possibility of electromagnetic pulses, the vulnerability of our C31 systems, and on the acceleration of the Soviet space program and its possible military dimension. j William J.
