SUBJECT : DCI Testimony before HPSCIon Central America
1. Attached are two lists giving current estimates of the size of
government and insurgent forces in El Salvador, Guatemala, Honduras, and
Nicaragua for use by the a HPSCI. The estimates have been concurred
in by DDI/ALA, DIA, DDO/DO/IAD~ and the NIO. These figures
are consistent with those the DCI has been using in his worldwide briefings.
2. Given the growing need to maintain consistency throughout the
intelligence community regarding the use of such numbers, we will soon call
an interagency meeting to:
-- discuss which categories of forces are included in the numbers
used in our briefings and publications;
-- establish levels of confidence and classification for these
numbers;
-- derive unclassified numbers that can be disseminated more broadly;
-- establish set procedures within the community for updating the
numbers.
