Special Assistant to the Director for Interdepartmental Affairs SUBJECT : DCI Testimony before SSCI on El Salvador 1. The attached memorandum from announced a SSCI hearing 25X1 on Thursday, 25 February, on El Salvador. On Friday, the Director agreed to make the presentation. 2. As you see from the memorandum, the Committee is interested in two questions: (1) an update on the situation in El Salvador and (2) a critical assessment of intelligence coverage of that situation. It was agreed this morning that a joint DDO/DDI/NSA presentation will be provided the SSCI in response es to the first of the two questions. 25X1 are working with their counterparts at NSA to put that presentation together. 3. Regarding the second question, I understand that the SSCI staffers have in recent weeks talked to both DDO and DDI analysts. The Committee wants, obviously, to hear from the Director, particularly on the second point. 4. I request, therefore, that you prepare for the Director an opening statement for Thursday's hearing'which will briefly touch on the situation in El Salvador, much like the Director did before the NSC meeting on Friday, and which will also respond to the Committee's second question. I believe you can get the help you need from people to answer the second question, if you have not been working the problem yourself already. What I envision is the Director taking 10 or 15 minutes with the opening statement and then turning the presentation over to the formal briefers from the DDO, DDI, and NSA. 5. I have scheduled a prebrief of this joint CIA/NSC presentation for the Director at 5:00 on Wednesday afternoon. I request that your draft presentation be available to him no later than noon on Wednesday so that, if possible, he may review it and get back to you at the prebrief meeting.
