EFFORTS TO UNIFY EXTREME LEFTIST GROUPS IN HONDURAS
-- Efforts to unify the various extreme left groups continue to
make progress. In October, Havana and Managua sponsored a
successful meeting of major Honduran subversive groups in
Nicaragua.
-- The number of armed guerrillas in-country has increased from
about 100 in 1980 to about 800, with reports of about 90 more
training in Cuba and unconfirmed estimates of several hundred
Honduran guerrillas positioned in Nicaragua for deployment in
January 1982.
-- Most analysts believe Havana and Managua prefer to avoid an
all-out campaign in Honduras (instead preserving that country
as an arms corridor to El Salvador) while preparing for full-
scale armed isurrection after victory in El Salvador.
-- Some Honduran extremists, however, clearly seek to jump the
gun by undertaking major violence now.
-- Following are two such extremist groups:

The Honduran Popular Liberation Front (FHLP) is a new terrorist
group which is supported by Nicaragua and Cuba.
-- The Honduran Public Security Forces (FUSEP) raided two FHLP
safesites on 27 and 28 November 1981.
-- FUSEP captured several members of the FHLP and seized a large
quantity of weapons and ammunition.
-- Of the nine FHLP members at the safesite, seven were
Nicaraguans, one was Uruguayan and one was Honduran.
-- According to interrogation of the captured FHLP members, this
organization was formed under the guidance of the Revolutionary
Government of Nicaragua (GRN), which provided funding for
training in Nicaragua or Cuba and provided the weapons and
explosives.
-- The leader of the FHLP said that the organization has three
immediate objectives:
- to finance its expansion through bank robberies and
kidnappings
- to engage in a massive recruitment program
- to disrupt the electoral process through its armed fund-
raising activities (e.g., bank robberies and kidnappings).

The Morazanist Front for the Liberation of Honduras (FMLH) was
established in the 1960's but was dormant until approximately 1979,
when it was reactivated.
-- The FMLH apparently has Cuban support and is trying to do in
Honduras what the Sandinista National Liberation Front (FSLN)
did in Nicaragua.
-- Some 40 FMLH members are currently undergoing training in
Nicaragua.
-- These 40 trainees plan to return to Honduras in early 1982,
establish small cells there, and begin initiating various
revolutionary activities.
-- The FMLH is still a small group, about which we know very
little.
