SUBJECT: SIG Meeting on Poland, December 22
SUMMARY OF CONCLUSIONS
The SIG convened to review U.S. responses to the situation
in Poland. Under Secretary Stoessel chaired.
After an update on developments inside Poland, the SIG
reviewed two State Department discussion papers outlining uni-
lateral U.S. measures vis-a-vis Poland and the Soviet Union.
The papers were to be the basis of an NSC review later in the
day.
Defense noted that certain steps characterized as minor were
important markers and in the aggregate amounted to significant
pressure. Defense also suggested that the range of possible
actions be presented in a list of graduated measures rather than
by categories, so that the President would have an escalating
series of options. Treasury advised that a general loan cut-off
to Eastern European countries (however it might occur) would
trigger a financial crisis among creditor institutions the ef-
fects of which would harm Western governments and relations with
LDC's.
ACTION ASSIGNMENTS
Refinement of the papers before the NSC meeting was tasked
to the drafting offices.
