MEMORANDUM FOR: Director of Central Intelligence

SUBJECT NSC Meeting on Latin America,
23 November 1982
1. As we discussed this morning, the purpose of tomorrow
morning's NSC meeting is to discuss the various issues which
impact upon US policy towards Latin America in preparation for
the President's trip.
2. In response to your request at our meeting today,
Constantine and Frank collaborated on producing some Talking
Points for your use at the meeting. Maurice reviewed the
economic portions. In addition, Dewey has provided some
thoughts on what actions the Nicaraguans and Cubans could take
to embarrass the President. These materials, plus the NSC
papers, are included in this book. Included also is a copy
of the draft NSDD on US Policy Towards South America in the
Wake of the Falklands Crisis. This paper could come up during
the discussion.
3. In addition to the SNIE on Central American prospects
included in this book, I have provided you a separate folder
containing additional background publications, which you may
find useful as you prepare for the meeting. Please let me
know if there is anything else you would like to have that is
not included.
