1. Pursuant to the President's letter of 22 January 1946,
designating the undersigned a the National Intel:L 4gence Au-
.thority, the Central Intelligence Group is hereby eonztituted
and will be activated this date by the Director of Central
Intelligence. In accordance with personnel authorizations
approved by this Authority, the Departments of St?a.te, War,
and 'the Navy will assign personnel to the Central Intelligence
Group, and make reliefs and replacements, upon the. Dire't t+jc'' S
requisition. The approved initial ip :rsonnel `autkhor:izat:ion _-:,
enclosed (Appendix "A;').
2. The initial authorization provides the mina.mum persoi.uzel
necessary for the tasks of organizing, surveying preys ing prob-
lems, and meeting initial requiroments.. As soon as practicable
the Director will, submit his recommendations for augmsnt?atien
.of the Group.
3. Initial principal off:iscs and sub-divisions shall be as
shown on the chart (Appendix "i "), with functions as follow,:
a. Director of Central In e L pence - Responsible for
all operations of the Central Intelligence Group in accord-
ance with the President's letter of 22 January l946 and
Directives of the National Intelligence Authority. He

each of the four personnel contingents (State, Army, Navy,
Air), one of whom he may designate as his Deputy.
h. Admimistrativo Section -,Tk4.s Section will perform all
necessary administrative and security functions of the Group,
and will provide the Secretariat for the National Intelligence
Authority.
c. Central Reports Staff - This Staff will assist the Diroc_
tor in accomplishing the correlation and evaluation of intelli-
gence relating to the national security, and in accomplishing
appropriate dissemination within the Government Qf the result-
ing strategic and national policy initelligence.
d. Central Planning Staff r This Staff will assist the
Director in planniit for' the coordination of iittelligence
activities related to the national security, and in preparing
recommendations regarding the establishment of such over-all
policies and objectives as will assure the most effective
accomplishment of t kc national intelligence mission.
e. Central InteUlgeitce Services - The Central Intellige.,nac .
Services shall be such operating agencies as may hereafter
.be established upon approval of this Authority under the pro-
visions of paragraph 3c of the Piesidcnt's Directive of
22 J.xuary.
4, Initial Ta.s.ks. The Director of Central Intelligence will
give first priority to the following tasks; a,. Produetfian of daily summaries containing factual state-
ments of the significant dovelopr ants in the field of intclli-
Bence and operations related to the national security aad to
f'oreig'n, events for the use of the President, the members of
this Authority, and additional distribution shown in
Appendix "C".
b. Clnduoting a survey of existing facilities for collect--on
of foreign iAtelligonce iufo?mati.rn, and submission of,ap propri-
ate rocommendations.
