David Hughes, DIA/ISA IA/DDP/CA Staff 25X1A I Id., CIA/OCR/BR CIA/OCR/BR SUBJECT: Collection and Control of Biographic Information on Potential Leaders On 25 May 1966 a meeting convened in the office of Mr. Olin Robison, Special Assistant for Youth (G/Y) on the staff of the Deputy Under Secre- tary for Political Affairs, U. Alexis Johnson. The purpose of the meeting was to discuss what is being done by the U. S. Government to identify, col- lect and control information on potential leaders in underdeveloped areas. Mr. Johnson and Mr. Allan Evans, Deputy Director for Research, INR, had been in correspondence on this subject in March (see attached) but Mr. Johnson felt that there was need for further clarification of the activities of various Departments and Agencies in connection with youth activities. He therefore asked Mr. Robison to explore in depth what is being done in this field and to determine whether or not it is adequate to meet the long-range goals of the Inter-Agency Youth Committee. It was apparent from the beginning that the Youth Committee was think- ing in terms of systems development and considerable discussion ensued as to the present state of the art and what could be expected in years to come. The consensus was that no organization at present is in a position to guarantee machine control of the types of information which are of interest to the Youth Committee, but that computer support of the nature envisaged is under active study and should be operable within the next three to five years. (Mr. Robison estimated that it would be 10 to 20). In the meantime it was agreed that the Foreign Affairs Manual, Volume 11, Chapter 500, would be revised to include the Youth Committee's require- ments and also that its requirements, after further study, would be spelled out to this Agency. Further meetings on this subject will take place, the first on 1 June 1966 when Mr. Robison, Miss Sheehan, Col. Hughes and will visit BR fo1,an intensive briefing.
