SUBJECT: Collection and Control of Biographic Information
on Potential Leaders
REFERENCE: Memorandum of Conversation of 26 May 1966, Same
Subject
On 1 June 1966 the above named representatives of the Department of State,
DIA, and DD/P visited BR, ostensibly for the purpose of being briefed on BR
operations. Discussion, however, soon reverted to the subject of this group's
primary interest: collection and control of biographic information on potential
leaders. In this connection it was at length agreed that a memorandum would
be prepared at a high level in the Department (presumably for Mr. U. Alexis
Johnson's signature) to the DCI setting forth in detail the requirements of the
Inter-Agency Youth Committee. In turn the DCI would reply to the Department
indicating in terms of manpower and dollars what it would cost to meet these
requirements.
Mr Robison and Colonel Hughes envisaged the next step as a presentation
of the entire problem by Mr. Johnson to SIG and thought that it would be up to
that body to determine whether or not the problem was of sufficient importance
to warrant the expenditure of the funds that the DCI had said were needed.
No further action by BR will be required until receipt of the memorandum
from the Department to the DCI.
