Development of a Reference Center, part of the Organizational History of Central Intelligence Agency, 1950 - 1953, covering 1947 - 1953. The current project of the CRS Historical Staff is to prepare the history of OCD/OCR from 1953 to 1966. The approach used by the Staff is based on topics which will be given individual treatment as follows: A. Central Reference Concept and Organization 13. Collection and Procurement C. Information Handling D. Customer Support and Relations These are condensations of the original listing of 12 topics the Staff has been considering in categorizing its source material. The present chronology, 1952 - 1966, is arranged by year and month. We had to be highly selective; we are therefore hoping that interested "old hands" in OCR will review the chronology carefully and suggest changes. Obviously some events not necessarily initiated by OCR are included since OCR was the "office of vital concern." Usually, events below Branch level are not listed. The sources listed are meaningful only to the CRS Historical Project. The references are to the material in the Project files, arranged by the 12 topics mentioned above. An abbreviated version of this chronology will appear as an appendix to the CRS history. Comments are solicited and encouraged. It was revised 15 September 1958 and again 18 January 1961. This directive is important to OCR because it announces that CIA shall be responsible, among others, for the selective exploitation within the U. S. of non-governmental organizations and individuals as sources of foreign intelligence information; for the monitoring of foreign radio, television and press broadcasts; for the exploitation of foreign language publications for intelligence purposes.
