1. This document contains the draft data elements for the proposed
batch and on-line (DIAOLS/ISS) DIOBS Equipment Index System File
(EISF) 1/.
2. Data elements herein described should not be used for programming
purposes, but are provided for general planning purposes only.
3. This document represents, therefore, a draft users manual for
the proposed EISF file.

GENERAL INFORMATION
1. (U) The Defense Intelligence Order of Battle System (DIOBS) Equip-
ment Index System File (EISF) provides a collateral-all-source system-
atic listing of equipments and objects designed to support Order of
Battle and other applicable disciplines such as first and second phase
imagery reporting, intelligence applications, military planning, war
gaming and military operations. This system represents an attempt to
develop a standardized, usable, universal equipment list that is NATO
compatibl e.
2. (U) This file codifies equipment systems, types, models, variants
and applicable individual objects to produce a unique equipment control
code entry, five characters in length and alphanumeric in composition,
utilizing a coding methodology which is heirarchial in nature.
3. (U) In addition to the 'Equipment Records' contained in the file,
the file also contains 'Abbreviation Records', 'Introductory Records'
and 'Methodology Records' to provide users/consumers with additional
information. (A coded input into the RECORD-TYPE (0125/RCTYP) field
indicates the type of record.)
4. (U) The coding methodology used to assign equipment codes for the
equipment nomenclatures contained in the file was initially developed
during 1976/1977 in consultation with analysts from DIA/DB, USAREUR,
and OASD(PA&E), and has been further refined based on comments received
from U&S Command analysts, DA/ACSI , and the Naval Intelligence Proces-
sing Systems Support Command, and other users:
a. The first level of the heirarchial coding methodology separates/
categorizes equipment into 25 groups (called Equipment Families) as

b. Within each equipment family there is provision for one or two
further levels of methodological categorization as applicable.
c. The other two (or three) alphanumeric character positions are
codified in an intermittent sequencial manner to perfect, in conjunc-
tion with the first, three (two) character positions, a unique record
control designation for the nomenclature of equipment described in the
file.
d. The coding methodology is described in detail in DIA document
DDM-2600-1721-YR (DIOBS Order of Battle Equipment Codes and Nomencla-
ture). This detailed methodology may be obtained by on-line query to
the EISF file as follows:

The user may then output the 0010 and 1000 fields (sorted by 0010) to
obtain the latest updated methodology.
5. (U) The equipment/object nomenclatures/designations/functional
names which are represented by the unique equipment control code are
contained in a 25 character alphanumeric field (EQ-WEAPON-NOMEN/0710/
EQDSG). Entries consist of an abbreviated category/sub-category

of equipment (e.g. DDG, ADA, APC, SATL, SHPG CNTR etc.) followed by the
most generrally used/accepted and/or standardized designation/name for
the equipment or object described. Secondary, additional or native
designations may be included in parenthesis where applicable if neces-
sary to further assist in identifying some equipments. Equipments
built/assembled in several countries which use the same designation/
name for the equipment are identified as to the producer country when
applicable by the appropriate DoD standard country code in parenthesis.
6. (U) Sources of actual equipment entries in the file has been
developed through research of the following:
- Automated imagery sources
- The European Special Activities Facility (USAFE) Equipment Coding
Index
- The Foreign Science and Technology Center's Foreign Material
Catalog (FOMCAT)
- The Nomenclature List of Soviet Bloc and Chinese Ground Forces
Equipments as agreed at the 29th annual Land Warfare Technical
Intelligence Conference in May 1978
- DIA's Glossary of Naval Ship Types (GNST)
- The NISC Ships Characteristics Manuals
- The extensive array of NISC, FSTD, FTD and MIA Technical Manuals
- Jane's yearbooks and other open source material
DIA analysts, Delegated Production elements, CCTC, and NAVELEC and
other organizations may also daily request various specific codes when
the need arises.
7. (C/NOFORN) The EISF coding structure contained in this file is
presently utilized to input equipment data into the DIOBS Ground Order
of Battle (DGOBA) and Air Order of Battle (DAOBA) files by DIA, FICEUR-
LANT, IPAC, SAC, TAC, USCINCSO and GIPD. Other applications, current
and projected include:
a. The EISF is provided regularly via automatic modes to GIPD,
EUCOM, SOUTHCOM, SAC, TAC, FICEURLANT, TFC, FICPAC, IPAC, CCTC, NSA/
COINS-PMO, NAVELEC, OASD(PA&E) and 497RTG.
b. The EISF equipment codes are utilized for input to the DIA
Military Production File (MILPRO).

c. The EISF equipment codes are input to the Command and Control
(CCTC) Standard Equipment File, used by OASD(PA&E).
d. Discussion has been underway with Assistant Vice Directorate
for Collection Management (DC) since early 1977 to revise the imagery
IPIR/SUPIR format to accept this coding structure as part of the
community standardized imagery reporting format. Feasibility of use of
this coding system in the DIA Advanced Imagery Requirements and Ex-
ploitation System (AIRES) is being considered.
e. Inclusion of this coding system in the Navy's NIPS-3 Data Base
System by NIPSSA is being studied.
f. This file has been released to the Ministry of Defence/UK and
the Royal Netherlands Navy, and release to the Government of Canada is
underway.

command input" of equipment items when such
acceleration is required. (Command/user requests
for new equipment codes/nomenclature will normally
be forwarded to DIA/DM-01 via phone, ATACS1, electrical
message,,, letter or AUTOD IN .) Character positions 2-3
will contain the applicable originator code equating
to the producer codes as indicated in enclosure 4 to
DIAM 57-5 (DoD Exploitation of Multi-Sensor Imagery
(U)). Character positions 4-5 will be numeric I,
numbered 'one-up' by the requester (range 01-99).
Once DIA/DM-O1 has evaluated the accelerated command

logical order within the subclass and identify the assigned sequential
number. Variations occur within the subclass in the number of numer-
ical components required to pinpoint further the specific item. For
examplet, a component may or may not require an indication of cal iberl,
and a component may or may not be required to show a variation of the
original design of model .
d. The fourth components, indicates caliber for conventional
ordnance materiel such as infantry weapons or artillery. For other
items of materiel the fifth component indicates the sequence of the
item .
e. The fifth componenti, indicates that the item is the first
variant of the basic category, or, if the fourth component indicates
caliber, the fifth component reports sequence (and a seventh component
is added,, if necessary, to indicate a variant of a basic category) .
