4. 1. Summary of Current Capabilities . FBIS monitors a broad sampling of Moscow International Service broadcasts beamed to the "arc of crisis." It also covers the Baku-based clandestine National Voice of Iran in Persian and Azeri. FBIS monitors, in full or in part, all domestic services in the "Arc of Crisis" as well as several area news agencies. These are normally the first to carry reports of new developments and commentaries. FBIS also covers selected international service broadcasts from these countries, such as Tehran in Arabic and Urdu, and Kabul in Pashto. However, FBIS regularly surveys the content of key international beams to determine if they are carrying unique material of intelligence value and adjusts coverage schedules accordingly. 2. Broadcasts to the Muslim World are covered selectively by several FBIS bureaus and the BBC, including programs in Arabic, Persian, Dari, Urdu, Bengali, Pashto and Turkish. b. Soviet Clandestines. Coverage includes the clandestine, Baku-based National Voice of Iran in both Persian and Azeri to Iran as well as the clandestine East Germany-based Our Radio and the Voice of Turkish Communist Party, both trans- mitting in Turkish to Turkey and Cyprus. c. Soviet Muslim Minorities. One daily broadcast in Uighur is recorded in Bangkok and processed by Nicosia Bureau, on a delayed basis. Yerevan in Kurdish is recorded in Nicosia and processed in London on a delayed basis. CONFIDENTIAL 4-00868R0001 00060087-4 d.. Iran.. Full coverage of Tehran Domestic Servi and limited coverage of Tehran international service broadcasts in Arabic, English, Urdu and Kurdish is provided. Bahrain bureau covers several Iran regional stations, including Shiraz, Abadan, Tabriz: and Bonab (the latter two in Azeri and Persian). Bahrain also covers Tehran TV (audio only), poor reception permitting. e. Arab Countries. The domestic radios and press agencies of the Arab countries in the Arc of Crisis are comprehensively covered, except for some gaps in coverage of Libyan, Sudanese, Iraqui and Gulf States' domestic radios. FBIS also covers Libyan and Iraqi pan-Arab services. f. South Asia. Coverage of Afghanistan, Pakistan and Bangladesh is extensive but hampered by reception at existing sites. Coverage is provided of representative Kabul domestic and international broadcasts in Dari and Pashto and Kabul international broadcasts in English; selectively of Pakistani domestic radio in English and Urdu and the overseas service in English, Urdu and Bengali; and selectively of Dacca domestic radio in both English and Bengali as well as Dacca overseas service in English. To meet NSC requirements, FBIS will have to remedy the following coverage gaps: Soviet Central Asian Regional transmitters broadcasting to Muslims at home and abroad in Arabic, Persian, Dari, Azeri, Uzbek, Tadzhik, and Urdu. b. Additional Iranian regional radios (in north and east of the country) c. Iraqi domestic and international services (expanded coverage) d. Libyan domestic service.(expanded coverage) e. Current Capability FBIS systematically analyzes Moscow and other communist media output on the "Arc of Crisis." FBIS also does limited ad hoc media analyses bearing on Soviet nationality issues. This involves the full-time effort of two and one-half analysts and one research assistant, at a cost of 113K. 2. Enhanced Capability Analyze the output of radio and press sources in Soviet Muslim areas as it becomes available, provides substantive guidance for FBIS monitoring and processing of media output from Muslim countries in the "Arc of Crisis" as well as from Soviet Muslim areas, and develop and maintain appropriate files (e.g. textual files of public statements by major leaders in key Muslim states), FBIS will require two additional analysts and two. additional research assistants for this purpose.
