Approved For R SUBJECT: Request for Assistance in Establishing a Remote Monitoring System in Pakistan 1. In response to NSC tasking of the Agency to improve its coverage of the Muslim world, the DDCIhas received from Congress authorization to expend additional funds in FY-1980 to effect such improvement. FBIS' role in responding to. this tasking includes the necessity to establish a monitoring..-site in Islamabad. 2. In view of the present political situation in Islamabad and the difficulty of finding linguists with the requisite skills there, the establishment...of a full-fledged FBIS bureau there is not feasible. Rather, what is needed is the ability to transmit broad- casts monitored in.Islamabad to.existing FBIS bureaus in the United Kingdom and the Persian Gulf--i.e. a remote monitoring system. FBIS plans for such a system have postulated the need for ,communications, using appropriately modified terminal equipment, to relay the monitored signals to the processing sites. It is essential, therefore, that we obtain such communications capabilities from Pakistan in FY-1980, or that we at least obligate in FY-1980 the funding for such a system to be completed later.
