SUBJECT: FBIS Coverage of the Muslim World
1. Attached is a detailed breakdown of FBIS' 1980 and FY 1981
resource requirements for enhanced coverage of the Muslim World.
The investment of the necessary funds and positions would yield
the following coverage gains:
a. Augmenting the staffing of the new Bahrain Bureau will
provide for training of new personnel and expansion of
the foreign national staff to include monitors with
knowledge of Soviet vernacular languages We will have
reliable coverage, of North and South Yemen, the Arab
Gulf states, southern and western Iranian regional
radios and six Soviet Central Asian regional radios.
b. The new effort will include immediate establishment
of a unit in Islamabad to record and feed broadcasts
over international telephone lines to a radio monitoring
unit at the London Bureau. We will have full coverage
of the Afghanistan and Pakistan domestic services,
improved coverage of the eastern and northern Iranian
regional radios and coverage of six additional Soviet
Central Asian radios in Russian and vernacular languages.
Funds II for the required engineering studies
preparatory to installation in Islamabad of a remote-
monitoring facility using U.S. Government communications
have been included in FY 1980. This installation would
replace the manned recording unit and use of vulnerable
commercial communications 12-18 months after funding
for it becomes available.

SUBJECT: FBIS Covert ,of the Muslim World
c. 'FBIS' presently limited coverage capability against
Libyan and Sudanese radios will be expanded by use of
remote-controlled receivers at an antenna site near
Paphos, Cyprus, to relay signals to Nicosia Bureau
for real-time processing.
d, Antennas, receivers and other electronic installations
at the Nicosia, Tel Aviv and Jordan bureaus will be
improved to insure optimum reception of med.iumwave and
shortwave broadcasts originating in the Arab countries,
Turkey, Iran and the USSR. This effort includes procure-
ment of interference-suppression equipment developed for
FBIS by ORD.
f. An additional editor will be placed in London Bureau,
together with a foreign national research assistant,
thus enabling FBIS to issue a daily roundup--presented
in a terse, factual format--of major developments in
the Middle East and Southwest Asia as reported by the
radios of the countries concerned.
g. Coverage at FBIS Headquarters of the publications of
the Muslim countries will be enhanced to include scan-
ning of 60 additional publications for selection and
translation of material responsive to intelligence
requirements and greater in-depth exploitation of the
150 publications covered at present. Coverage of the
Soviet Central Asian vernacular press will be expanded
from 11 to 35 publications.
h. The additional personnel resources devoted to media
analysis will be utilized to analyze the output from
radio and press sources in Soviet Muslim areas, to pro-
vide substantive guidance for FBIS monitoring and pro-
cessing of media output from Muslim countries and Soviet
Muslim areas, and to-develop and maintain research files
in support of the analytical effort.

SUBJECT: FBIS Coverage of the Muslim World
i.' The anticipated increase in output from foreign media
sources attendant to the enhanced collection effort
against Muslim countries and Soviet Central Asia is
expected to strain severely the manual processing capa-
bilities of the Daily Report. In order to modernize the
:Daily Report's information handling capabilities, FBIS
proposes to implement this fiscal year the modernization
plans being developed in association with ORD and ODP for
the FY 1982 Program Plan for the Communications Center,
Wire Service.and Middle East/North Africa and Soviet
Daily Reports, the components which will be most affected
by the increased flow of material on the Muslim World.
2. The following supplementary information is provided at the
request of your office:
a. The shortfall of $552 for the Gulf Bureau (Bahrain) in
FY 1981 results from the fact that the bureau was not
included in our approved Program and OMB budget for that
year. When.we were directed to establish the bureau in
September 1979, we reprogrammed from other programs the
funds needed'i mediately for a basic installation, primarily
from the authorized bureaus in Athens and- southern Africa,
for which host-government approvals are pending. The exact
position with respect to these three bureaus in FY 1981 is
as follows:
