The Subcommittee on intergovernmental Relations
has completed its first set of oversight hearings on the
workings of Executive Order 11652 and the security classi-
fication system. I want to take this occasion to express
my appreciation to you and the Central Intelligence Agency
for the full cooperation the subcommittee received in con-
ducting its inquiry from General Counsel John Warner and
his staff. His testimony of May 29 reflected the attention
given to classification problems throughout the Agency and
the amount of hard work going into the effort to reform
ingrained attitudes toward security and public information.
It is my intention to continue and extend these
oversight hearings this year and next, and I would like
very much to solicit your further assistance in the study.
Specifically, I would appreciate it if the Agency could
forward to the subcommittee on a regular basis the four
quarterly reports on authorized classifiers, classifica-
tion abuses, unauthorized disclosures, and mandatory review
requests and the quarterly siLmmary report it transmits to
the Interagency Classification Review Committee. Please
feel free to delete from those reports any classified --
material or any identification of specific individuals you
feel would be inappropriate for the public record.
In general, I hope the subcommittee staff will
enjoy in-the future the same kind of cooperation in this
