1. This memorandum contains a recommendation for your
approval in Paragraph 4.
2. The referent memorandum requested approval for
issuing a number of compartmented security clearances to
Senior Seminar participants and staf:t. This request was
approved by the Executive Director-Comptroller on 2 July 1971
with the proviso that the Office of Security review the
granting of these special clearances to insure that estab-
lished security criteria had been satisfied. This guidance
has been carefully observed.
