1. In addition to Richard L. Harwood, Stanley Karnow, and Donald
Oberdorfer, Jr., all from the 'Washington Post and recently approved by you
for our use, the Senior Sembar (12 March-I2 May 1972) is considering the
possible use of the following news media speakers:

Lisagor spoke to the previous Senior Seminar and did an excellent job. You
also approved the use of Harech and Sidey for the earlier Seminar. However,
they were not invited since Liaagor was able to accept our invitation.
Rosenthal was Special Assistant to Under Secretary Katzenbach and played
a major role in the reviews undeztaken by the Katzenbach Committee. The
Senior Seminar is interested in him because of his extensive knowledge of
urban affairs. The news media speaker finally selected from the others
named above will be asked to discuss news media relations with the Govern-
ment. Also, there undoubtedly will be some carry over into domestic prob-
lems and their impact on international relations.
2. The Advanced Intelligence Seminar (1-21 March 1972) wants to invite
s media speakers from among those named below:

CHARLES L. BARTLETT
Columnist, Chicago "Sun-Times"
A native of Chicago, Mr. Bartlett graduated from
St. Marks School. He received his BA from Yale in 1943 and
after 24 months in the Pacific area 'during WWII, emerged as
Lt in Naval Communications Intelligence.
Mr. Bartlett joined the Chattanooga Times in 1946 and
became a Washington Correspondent from 1948-62. He was
awarded a Pulitzer Prize for National Reporting in 1956.
In addition to writing the column "News Focus" since
1958, he also was co-author of "Facing the Brink", a study
in crisis diplomacy, in 1967.
Mr. Bartlett has been associated with the "Chicago
Sun-Times"" and Publishers Hall Syndicate since 1962.

, Mel Elfin has been chief of Newsweek's Washington Bureau sine(
1965. In that capacity he supervises one of the largest news-
gathering organizations in the nation's capital. He had a major
hand in ?the writing of the Newsweek cover, story dated 22 November
1971, dealing with the Intelligence Community. --
Mr. Elfin first came to the magazine in 1958 as an assistant
editor. In 1961 he was appointed as Newsweek's Education Editor
and later served as General Editor and acting Senior Editor for the
magazine's Back of the Book sections. During his service in New York,
lie Wrote cover stories on such subjects as American-, racial attitudes,.
psychiatry, the Peace CorPs, the urban school crisis, and morality
on the college campuses.
He, was graduated Magna Cum Laude 'from Syracuse University in
-19.51-and-rat-eiVed-a-MiSter'S-7Dea in American History fromMarvax
--in 1952. During-the-Korean-War he-Served-as an-intelligence officer
in the Strategic Air Command. After his discharge, Elfin completed
-credits toward a Ph.D. at the New School, New York.
--,-The Ford -Foundation has used him as an educational consultant
and he is co-author
of "Bricks and Mortarboards" published by the
Foundation. Elfin serves on the advisory boards of the World Press
Institute and the Herbert Lehman Education Fund.

JAMES JACKSON KILPATRICK
Columnist, Washington Star.
James Jackson Kilpatrick received his bachelor degree in
journalism from the University of Missouri in 1941 and later that
year, joined the staff of the Richmond (Va.) News Leader as a
reporter. Two years later, Mr. Kilpatrick was promoted to head
of the News Leader's Washington staff, a position he held until 1948.
,Later, he became associate editor of the newspaper and its chief
_ editorial writer, and finally editor. Honored by the University of
Missouri for distinguished service in journalism, Mr. Kilpatrick also
holds an award for editorial writing from the Sigma Delta Chi, the
professional journalis.m society, and has served as chairman of the
' 'National-Conference of Editorial Writers. -- His-books include THE
SOVER,EIGN--STATES and THE-SOUTHERN-CASE FOR SCHOOL

Mr. Kilpatrick's column is now being distributed to newspapers
around the country by the Washington Star Syndicate, and is printed in

WILLIAM RASPBERRY
Local Columnist, Washington Post
William Raspberry's thoughtful, provocative column, "Potomac
Watch" appears four times a week in the Washington Post. The column
is almost exclusively concerned with racial problems.
Born in 1932, Raspberry served a four-year apprenticeship as a
reporter on a Negro weekly, the Indianapolis Reporter, during college.
He joined the Washington Post in 1962.
Raspberry describes his philosophy as "naive optimism'.
He feels that individuals -- in the Washington area, at least -- are not
racists, but that institutions and methods of doing business have been
set up by and for whites and work to the disadvantage of blacks.
He writes primarily on domestic and race issues, but is moving
more into the field of foreign policy related subjects.

MEMORANDUM FOR: Director of Central Intelligence
SUBJECT Use of Journalists in the Next Senior Seminar
1. Your approval is requested to invite journalists to
speak to the next Senior Seminar which will begin on 12 March.
The recommendation is contained in paragraph 4.
2. It is proposed that one representative of the media be
invited to discuss the subject, "The Media, Government and CIA."
In the first Seminar, this subject was covered in excellent
fashion by Peter Lisagor (Chief, Washington Bureau, Chicago Daily
News) and the Seminar Staff would like to invite Lisagor again.
As alternatives to Lisagor, they would like to consider Hugh Sidey
(Life Magazine) or Joseph Harsch (Chief Editorial Writer, Christian
Science Monitor). Copies of biographies of each are attached.
3. The Staff would also like to invite Jacob (Jack) Rosenthal,
who now covers urban affairs for the New York Times, to discuss
problems and issues facing US society. You will recall that
Rosenthal was Special Assistant to Undersecretary of State Katzenbach
and played a major role in the reviews undertaken by the Katzenbach
Committee. A copy of his biography is also attached.
4. Your approval is requested to invite one or more of the
following, as discussed above, to address the Senior Seminar:
Peter Lisagor, Hugh Sidey, Joseph Harsch, and Jacob (Jack) Rosenthal.
