Colonel White wants to know how we, as a
Directorate, are doing in providing students for the NIS. As of 5
February, there are four candidates from the DD/S, three from DD/P
and two from DD/I for the 2 - 20 March running.
From the above, it looks like OTR will have
to make a selection as it is my understanding only eight slots are available.

Colonel White sent a memorandum to the Deputie5
on 15 December 1969 inviting their attention to changes in the National Inter-
departmental Seminar, reminding them that the Agency has a quota of eight,
and asking that they take the steps necessary to ensure full participation.
You may remember my showing you a handwritten note Colonel White sent
to Mr. Bannelman on the buckslip transmitting the DD/S copy of the memo -
random. As a reminder, and for your future reference, Colonel White'-:
note said:
-I was not aware, and I'm sure the Director isn't, that
we have used only a third of our quota. In the future, please
let me know in time for the Director to do something about it
If we are not filling our quota.
I understand the closing date for nominations Is two
weeks before the Seminar begins. If we are going to satisfy Colonel White's
request, we should be able to tell him how many candidates we have and/or
how many we don't have, at least one week before the deadline for each
running of the Seminar.
Will you arrange to have the status of our quota for
each running of the Seminar reported to rID/S Career
Management Officer, at least one week before the deadline. A telephone
call to extension will do.

: The National Interdepartmental Seminar
1. This memorandum invites your attention In changes in the National
Interdepartmental Seminar and discusses selection of candidates for the i-erninar.
I suggest you pass along the information to operating officials within your
Directorate as guidance in nominating officers to attend the next three sessions.
2. Por almost a year the Seminar has been under reappraisal in light of
the new Administration's policy on foreign internal defense, specifically the
direction and kinds of assistance the U. S. will provide developing countries
which are faced with insurgency. As a consequence, the Seminar has been
revised to focus on the nature and degree of U. S. interests in such countries
or on a regional basis, policy guidelines for committing U. S. human and
material resources, alternative strategies -- including third country respon-
sibilkies and capabilities -- and the consequences of U. S. diplomatic,
economic, and military involvement.
3. The Seminar has also been restructured from a four-week to a three-
week program that has resulted in more intensive study. Also new is the plan
to hold the third week off site. As an experiment in the September session,
the third week was conducted at the Federal Executive Institute in Charlottesville.
In the judgment of the participants, the experiment was clearly a success and
efforts are underway to hold the third week at a separate location as a regular
practice beginning with the session scheduled in March 1970.
4. The objectives and the subject matter of the Seminar continue to be
slanted at the senior officer. Representatives of other agencies have be
chiefs or deputy chiefs of mission or mission elements in developing countries
and stateside officers who are in key back-up positions. In the case of CIA,
the Seminar should be of value to any officer who is to be assigned abroad at
the country-team level, and to senior case officers, support chiefs and their
deputies, senior training officers and certain &agar intelligence analysts here
at Headquarters.

three sessions neither the CS nor the other compnients used their quotes: a
total of only eight officers attended when we could have sent 24. Of the eight.
two were CS officers and the remainder were from the Directorate of Support.
6. la its 20 October 1969 meeting. the inter-Agency Committee on
Training which oversees the Seminar recommended that agencies falling short
make greater efforts to use their Total,. I have attached the schedule for the
next three sessions and ask each of you to take steps to ensure full participation.
I believe we should strive to fill our quota for these sessions with qualified
officers. and, using the experience gained, evaluate whether changes in the
Seminar justify continuation of Agency participation at the currently authorized
level.

1. This memorandum is intended to bring to your attention the new
focus of the National Interdepartmental Seminar and to describe briefly
some considerations affecting selection of candidates for the Seminar.
I suggest you pass along the'information to the operating officials within
your Directorate as a means Of guiding them in naming officers to attend
sessions scheduled for the coming year.
Z. For almost a year the'' National Interdepartmental Seminar has
been undergoing reappraisal in term's. of the new Administration's policy
on foreign internal defense., specifically as the policy concerns the direc-
tion and kinds of assistance the U.S. will provide developing countries
and regional areas faced with the problem-of countering insurgency. As
a consequence, the Seminar has been revised to focus on the nature and
degree of U.S. interests in such countries or ,regions, the selectivity in-
volved in committihg U.S. human and materiarvesources, alternative
strategies -- including third country responsibilities and capabilities --
and the consequences of U.S. diplomatic, economft, and military in-
volvement.
All of this coverage has been telescoped into a*,three-week
program lout from four weeks) that makes the Seminar a-hard-hitting,
intensive study. New to the three-week curriculum is the plan to hold
the thild week off site. As an experiment in the September .session,
the third week was conducted at the Federal Executive Institute in
Charlottesville. In the judgment of the participants the experiment was
clealrly a success and, presuming funds can be made available Iv the
participating agencies, the third week away will be instituted with the
spring session beginning 2 March 1970.

3. The objectives and the subject-matter of the NIS are marked for
the senior officer. From other participating agencies the representa-
tives have been heads or deputies of mission or mission elements in the
developing countries and stateside officers who are in key-back-up
positions. In the case of the CIA officer, the NIS should be of value to
anyone who is to be assigned abroad at the country-team level, to senior
case officers, support chiefs and their deputies, senior training officers,
and senior intelligence analysts here at headquarters.
The Agency's current quota of eight has stood since General
Carter, then the DDCI, in his memorandum of 3 July 1963 to the Deputy
Director (Plans) authorized the DD/P to allocate 50% of that quota to
other components of the Agency. In the last three Seminars particu-
larly, neither the CS nor the other components met the requirements:
only eight when we should have had 24. Of these, two were CS officers
and the remainder were from the Support Services Directorate.
4. In its 20 October 1969 meeting, the Committee on Training
(established by the SIG on 3 August 1966 -- the Director of Training is
CIA's representative) recommended asking those agencies falling short
in meeting their quotas to make greater efforts to increase assignments
to the NIS sessions. I have attached the schedule for the remainder of
FY 1970 and ask you to consider seriously what you can do to ensure
full participation. I think it is important that CIA fills its quota and I
look to a continuing input of our best officers to represent the Agency.

Attached is the revised proposed memorandum on the
National Interdepartmental Seminar and a copy of Colonel White's note dated
16 October 1969 to Mr. Bannerman.
As we discussed over the telephone there would seem
to be no problem in eliminating the reference to the I\ISDM and it may be well
to remove the reference to the essentiality of the program for certain offices.
Regarding the third point, I have been unable to find
documentation of the assigned quotas. If you can find the documentation,
would you please revise the proposed memorandum as suggested by
Colonel White? It will be necessary to eliminate from the attached schedule
the reference to Session 46 which begins on 27 October.

If the NIS has indeed been changed
significantly, which it apparently has, I agree that we should
put out some kind of a memorandum. I have several prob-
lems with this one.
1. I don't really understand the
relationship of the referent NSDM 20 to our proposed
memorandum.
