Designs are in final drafting and are anticipated to be com- pleted by the end of 1971. Final Agency comments on the architect's plans are ready for submission to GSA. Recent meetings with the National Capital Planning Commission (NCPC) officers, including Charles Conrad, Executive Director, have been profitable in providing NCPC with an explanation of the need for this facility. It is anticipated that the Agency will make the presentation of the garage to the NCPC using GSA in a supporting role. NCPC has offered to review the garage project in Executive Session if we so desire, and Mr. Conrad will give it his personal attention. Federal Highway Administration (FHWA) Land Adjacent to the Headquarters Site A continuous series of meetings and exchange of information have been taking place between DD/S officers and senior officials of GSA, NCPC, and FHWA. The latest letter from Douglas K. Kinsey, Commissioner of Property Management and Disposal Service, GSA, was received by Mr. Coffey on 28 June. The contents of the letter transfers approximately 115 acres to CIA. This is less than the amount indicated earlier as our required minimum. (It will provide a reasonable buffer zone for our present structures and will also provide protection for some possible future construction.) The letter went on to state that the 115 acres includes approx- imately 20 acres adjacent to the George Washington Memorial Parkway and about 32 acres comprising the Scattergood-Thorne Tract. The remaining acreage (approximately 60 acres) includes all of the West Parking Lot, the Heliport, and the space for parking official vehicles, totaling 21.9 acres. he map received with the letter is at variance with the latest understanding between Mr. Coffey and Mr. Kinsey. A Washington Post article dated 17 June 1971 written by Staff Writer George Lardner, Jr., reflected that one Robert F. Cudak, age 29, a felon under complete judicial immunity, told the Senate Subcom- mittee how he and his confederates systematically stole $100 million in valuables from "under the noses of Uncle Sam and the nation's airlines. " He said it was easy, even when the mail pouches contained "top secret" government documents. On about 20 occasions Cudak said he found himself in temporary possession of a wide variety of classified government documents, some belonging to the Department of Defense, the CIA and the FBI. Cudak said that neither he nor his accomplices !'ever tried to move (sell) any of the "stuff" but looked at it out of curiosity." He recalled one document with "some land-to-air ballistic missile plans and another on Cuban nationals in Miami from the FBI, full of 'informants' names and addresses." The FBI has been given approval to interview Cudak and has estimated that it will be at least 30 days before the Subcommittee will be through with Cudak. The FBI describes Cudak as "flaky," it being necessary for one of the postal inspectors to assist the Senate Subcommittee in the debriefing of Cudak since the Subcommittee was not getting much out of him. A Special Meeting of the Security Committee of the United States Intelligence Board was convened on 18 June 1971 to take action on the Cudak disclosure. The DIA member reported informal contact with the Subcommittee ascertained that Cudak is more knowledgeable than reported in the newspapers. What was particularly alarming, according to DIA, was that Cudak said some of his associates could have sold the classified material in Canada. Cudak reportedly did not give them the material. Damage assessments covering a four (4) year period beginning with July 1966 are currently being conducted by the Committee members with a tentative deadline of 2 July 1971 for their submission to the Security Committee Secretary. The FBI will report the results of its interview of Cudak when the interview has been accomplished. Depending upon the nature and extent of the security damage encountered, further security considerations by the Committee will follow. Haig, Principal Assistant to Mr. Henry Kissinger. General Haig stated that the President is disturbed over The New York Times and Daniel Ellsberg cases. To determine the extent of exposure to highly classified information, the White House will issue a memorandum requesting each department and agency to furnish: A. Number of Top Secret cleared employees, consultants, and industrial contractors; B. The number of compartmented cleared employees, consultants, and industrial contractors. The deadline for submission of this material is 10 July 1971. The names of the personnel cleared in the paragraph above are to be compiled by each agency by the end of July. This list is to be retained in each agency. In addition to compiling the list, each department will be requested to initiate action to reduce the number of such cleared individuals. He asked the CIA for briefings and was refused by Mr. Dulles and Mr. Helms. He remarked that he knew they did not make the decision but they were right. 5.
