her otth accurate information on Agency security needs and problems. Mrs.

be counterproductive to wItbdraw the resolution. Nevertheless, the County

Garage Construction
Colonel White and I discussed with Mr. Charles Cowed, Executive
Director, National Capital Planning Commission, the prepteed garage con-
struction sad the importance of having the necessary review by the Commission
bandied in a manner to avoid publicity. Mr. Conrad expressed the belief that
the Commission would agree to handle this matter in exticative session and he
further offered to assist in getting the required local Virginia planahkg
setherities' agreetnett in a similarly quiet way. we also took advantage
of Mr. Conrad's visit to brief him on our parkins regarding the excess
FHWA property and to give him a tour of our composed and the FHWA land
nen door .

In the aftermath of the Pentagon papers disclosures two special meetings
of the Security Review Committee set up in January 1971 under MiSM 113 to
review E .0. 10501 (semwfty classification) were called. General Haig chaired
dos first on 29 Julie at which members were informed that the White House
xnemoraadum is forthcoming (not yet received) atich requests each depart-
ment and agency to provide by 10 July the numbers of employees, consultants
and industrial contractors who hold Top Secret clearances sad separate
the numbers who hold canpartmested clearances. Names are to be compiled
by 31 July but retained by the agencies. Ou 1 July the President met with the
same group and considerably expanded its charter to include recommendations
en additioual declassifications, redustiens in clearances end classified
Iniderials, and sew legislation. Because of its importance, a copy of the
Nlesserandum for the Record on the 1 July meeting is attached.

SUBSEVII Security Review Committee Re NSSM-113
1. On 1 July the Security Review Committee established
pursuant to NSSM-113 met with the President. Present were
William Rehnquist, Department of Justice; Howard Brown,
Atomic Energy Commission; Thomas Latimer, National Security
Council; Joseph Liebling, Department of Defense; William Blair,
Department of State; the undersigned plus Messrs. Ehrlichman,
Haldeman, and Ziegler of the White House Staff.
? 2. Mr. Rehnquist briefed the President on the progress
of the Committee under NSSM-113. The President said the group
, should expand its goals to include:

4. The President cited his own experience as an example
of restricting classified information to persons out of Government.
He said during his eight years out of office he made several over-
seas trips. He asked the CIA for briefings and was refused by
Mr. Dulles and Mr. Helms. He remarked that he knew they did
not make the decision but they were right.
5. The President directed the group to continue quietly
with no publicity and with no deadline for completion of its task.
6. Mr. Rehnquist, Chairman of the Security Review
Committee, has called a meeting on 6 July to map out the action 25x1
necessary to comply with the President's instructions.

2. The General Services Administration has divided the land
declared excess by the Federal Highway Administration between National
Park Service and the Agency as shown on the attached diagram. Although
the result gives us less than we originally requested we decided against
pressing for a different decision since the majority of our hard security..

and FHWA are guaranteed use of the access road from Route 193. Note was

of the Fairfax County Board of Supervisors, introduced and got unanimous
approval of a resolution opposing allocation of any of the land to the Agency
or for any use other than parkland. We subsequently met with Mrs. Bradley
and provided her with accurate information on Agency security needs and
problems. Mrs. Bradley was appreciative and apologetic for having acted
before consulting with us on the accuracy of information on which she based
her resolution. She assured us that she will not press this matter further
but she felt it would be counterproductive to withdraw the resolution.

New Agency Garage

Money for the construction of the Rarae on the Headquarters site, to replace
the temporary garage in has been transferred in the amount
to GSA. Designs are in final drafting and are anticipated to be com-
pleted by the end of 1971. Final Agency comments on the architect's plans are
ready for submission to GSA. Recent meetings with the National Capital Planning
Commission (NCPC) officers, including Charles Conrad, Executive Director,
have been profitable in providing NCPC with an explanation of the need for this
facility. It is anticipated that the Agency will make the presentation of the garage
to the NCPC using GSA in a supporting role. NCPC has offered to review the garage
project in Executive Session if we so desire, and Mr. Conrad will give it his personal
attention.
Federal Highway Administration (FHWA) Land Adjacent to the Headquarters Site
A continuous series of meetings and exchange of information have been taking
place between DD/S officers and senior officials of GSA, NCPC, and FHWA. The
latest letter from Douglas K. Kinsey, Commissioner of Property Management and
Disposal Service, GSA, was received by Mr. Coffey on 28 June. The contents of
the letter transfers approximately 115 acres to CIA. This is less than the amount
indicated earlier as our required minimum. (It will provide a reasonable buffer
zone for our present structures and will also provide protection for some possible
future construction.) The letter went on to state that the 115 acres includes approx-
imately 20 acres adjacent to the George Washington Memorial Parkway and about
32 acres comprising the Scattergood-Thorne Tract. The remaining acreage
(approximately 60 acres) includes all of the West Parking Lot, the Heliport, and the
space for parking official vehicles, totaling 21.9 acres. he map received with the
letter is at variance with the latest understanding between Mr. Coffey and Mr.
Kinsey. DD/S officers are again approaching GSA at Mr. Coffey's request to
solicit clarification on these variation n The Agency's formal request for transfer
of the approximately 115 acres has been drafted and will be forwarded to GSA as
soon as the variations mentioned have been resolved.

SUBJECT : DCI Briefing Log
The following items of interest are set forth for possible use in
the DCI Briefing Log:
1. A Washington Post article dated 17 June 1971 written by Staff
Writer George Lardner, Jr., reflected that one Robert F. Cudak, age
29, a felon under complete judicial immunity, told the Senate Subcom-
mittee how he and his confederates systematically stole $100 million
in valuables from "under the noses of Uncle Sam and the nation's
airlines. "
He said it was easy, even when the mail pouches contained "top
secret" government documents. On about 20 occasions Cudak said he
found himself in temporary possession of a wide variety of classified
government documents, some belonging to the Department of Defense,
the CIA and the FBI. Cudak said that neither he nor his accomplices
!'ever tried to move (sell) any of the "stuff" but looked at it out of
curiosity."
He recalled one document with "some land-to-air ballistic
missile plans and another on Cuban nationals in Miami from the
FBI, full of 'informants' names and addresses."

The Senate Permanent Investigations Subcommittee is not through
with Cudak, and later the Chief, Postal Inspector wants him for a few
days so Cudak can testify before a New York Grand Jury.
The FBI has been given approval to interview Cudak and has
estimated that it will be at least 30 days before the Subcommittee will
be through with Cudak.
The FBI describes Cudak as "flaky," it being necessary for one of
the postal inspectors to assist the Senate Subcommittee in the debriefing
of Cudak since the Subcommittee was not getting much out of him.
A Special Meeting of the Security Committee of the United States
Intelligence Board was convened on 18 June 1971 to take action on the
Cudak disclosure. The DIA member reported informal contact with the
Subcommittee ascertained that Cudak is more knowledgeable than reported
in the newspapers. What was particularly alarming, according to DIA,
was that Cudak said some of his associates could have sold the classified
material in Canada. Cudak reportedly did not give them the material.
Damage assessments covering a four (4) year period beginning
with July 1966 are currently being conducted by the Committee members
with a tentative deadline of 2 July 1971 for their submission to the Security
Committee Secretary.
The FBI will report the results of its interview of Cudak when the
interview has been accomplished.
Depending upon the nature and extent of the security damage
encountered, further security considerations by the Committee will
follow.
As a matter of interest, it should be noted that Secretary Volpe,
Department of Transportation, has sponsored the establishment of an
interdepartmental committee on transportation security to work with
State, Treasury, Commerce, Defense, Justice, General Services,
SBA, ICC, Federal Maritime Commission and CAB to look into cargo
thefts.

On 29 June 1971 an emergency meeting of the Security Review
Committee (Executive Order 10501) was called at the White House and
chaired by General Alexander M. Haig, Principal Assistant to Mr.
Henry Kissinger.
General Haig stated that the President is disturbed over The New
York Times and Daniel Ellsberg cases. To determine the extent of
exposure to highly classified information, the White House will issue
a memorandum requesting each department and agency to furnish:
A. Number of Top Secret cleared employees,
consultants, and industrial contractors;
B. The number of compartmented cleared
employees, consultants, and industrial
contractors.
The deadline for submission of this material is 10 July 1971.
The names of the personnel cleared in the paragraph above are
to be compiled by each agency by the end of July. This list is to be
retained in each agency.
In addition to compiling the list, each department will be
requested to initiate action to reduce the number of such cleared
individuals. According to General Haig, the President is most 25x1
concerned about the number of individuals cleared and receiving
highly sensitive information in the "think tank" companies.
Action has been initiated to compile the information requested
above.

1. On 1 July the Security Review Committee established

Z. Mr. Rehnquist briefed the President on the progress
of the Committee under NSSM-113. The President said the group
should expand its goals to include:
A. Recommendations on declassifying the
documents of World War II, Korean War,
U-2 and the Cuban Crisis plus a proposed
statement to the press concerning this
action.
B. Drastic reduction of TS clearances held
within and outside Government.
C. Major reduction of papers classified in
the futu.re.
D. Proposed legislation to protect classified
material.
E. A new clearance for the most highly
classified material.

4. The President cited his own experience as an example
of restricting classified information to persons out of Government.
He said during his eight years out of office he made several over-
seas trips. He asked the CIA for briefings and was refused by
Mr. Dulles and Mr. Helms. He remarked that he knew they did
not make the decision but they were right.
5. The President directed the group to continue quietly
with no publicity and with no deadline for completion of its task.
6. Mr. Rehnquist, Chairman of the Security Review
Committee, has called a meeting on 6 July to map out the action
necessary to comply with the President's instructions.
