Honor Awards Lapel Devices Mr. Wattles recounted the various steps resulting from an IG suggestion that lapel devices might be worn by Agency retirees who had received an honor award. The Board had endorsed the proposal, and also enlarged it to include the wearing of such devices by overt employees. Discussions at a higher level have resulted in a decision not to approve such devices at this time. 3. Fitness Reports Mr. Wattles discussed the question that had been raised as to whether or not fitness reports should continue to be shown to the employee. The policy has been reaffirmed that fitness reports will be shown. 4. Operation Cleanup 1968 called attention to Headquarters I etting forth plans for this year's campaign to turn in excess office equipment and supplies. Detailed instructions and pick-up dates will be provided later so that the program may get under way after the first of April. 5. Program Hearings Mr. Bannerman noted the dates on which the various Offices will be presenting their programs to PPB, with the Office of Communications being schedule4for two dates. After the opening statement, the Office Heads should be prepared. to answer questions prepared by PPB; these questions should be in the hands of each Office Head prior to his program hearing. Office Heads were asked to pay particular attention in each of their presentations to the SIPS impact. Each Office should. speak to the program, to include trade-offs such as personnel savings, reduction of records, availability of total information, etc. This program is important to each Office and is. not simply a matter to be expected to cover. Mr. Bannerman noted that he will be away during the period 3 - 19 April but will be back for the specific SIPS briefing. Mr. Coffey said that a schedule will be made up so that each Office may give a dry run of their briefing prior to their actual date of presentation. security Violations There were seven security violations in the Support Directorate during February as contrasted with six in 1967. These occurred one each in OMS, Logistics, and Personnel, and two each in Communications and Training. 8. Mr. Wattles : The parking fees in the Magazine Building have gone up to $25 a month, and he feels strongly that something should be done by the Agency to alleviate the problem. Mr. Bannerman noted the legal restraints on Government agencies, and the fact that many thousands of Government employees are in the same fix. A previous proposal to bus people from fringe parking areas had no takers. We will dust off the old proposals and see if we can breath some life into them. offered to bring the figures and facts of these proposals up to date. It was also noted that the DDI is interested inasmuch as he now has some 600 people in the Rosslyn area. Colonel White is to meet with the SIG on the overseas reduction. There is complete agreement on total figures but minor problems still exist as to the exact location of some of the Agency cuts. There 25X1 25X1 d. The Office of Security is maintaining liaison with FAA on the airplane highjacking problem. C. Dr. Tietjen is making a presentation to the Retirement Seminar. Mr. Meloon was taken ill late yesterday and is at home today. fjf e supergrades have now attended the Management Grid Seminar. Another running of the senior grid will be held in May with an expanded attendance of 60 students. The special Brookings conference for 25 Washington representatives of major firms will take place on 29 March. g. Mr. Fuchs: Had discussed our investment program for the CIA. Retirement Fund with U. S. Treasury officials. Treasury had agreed to make a study for us of the best investments in Treasury obligations, but has meanwhile commented that they feel that we are better off in short- term rather than long-term investments at this time. h. Mr. Coffey: at an open meeting. 9. Leaks of Sensitive Information Mr. Bannerman commented on recent leaks of sensitive information, which are apparently designed to add fuel to the fires of an election year. He commented that we must all be particularly aware of the sensitive information which we are privy to. 10. Meeting adjourned at 1125.
