my attention the attached procedure for producing
CIA training films. Neither Hank, who's new in his
job, nor I was aware of the requirements set out in
this memo though, of course, they merely stipulate
what would otherwise be sound staff procedures.
I wonder, however, whether
OTR is giving you through the budget mechanism the
kind of information called for in paragraph 3 of the STAT
DD/S memo. Recently
told us that OTR has about 15 films on the "drawing
board." I. am sure thOlucurrent capability would not
permit this number to be completed for several years
and, in fact, a number of the prospective films will
doubtless fall by the wayside for budgetary reasons.
Even so, I'm wondering if we haven't perhaps shrugged
off the tidy little procedure developed in. 1959 and are
now simply letting the film business follow whatever
pressures seem most intense at the moment.
