Dear Mr. Helms:
Would it be possible for the new group of White House Fellows to meet
with you and your staff at the CIA during the week of September 26-30?
There will be 18 Fellows during the coming year--five on the White House
staff, one with the Vice President, one with Ambassador Goldberg at the
United Nations, and one with each of the eleven Cabinet officers. They
will attend a three-week orientation early in September (similar to last
year's, described in Tab 2 of the enclosed brochure.) Thereafter, they
will be exposed to important policy issues during a continuing educational
program (Tabs 3-5).
We think it important that the role of intelligence in foreign policy be
covered early in the year, and we would greatly appreciate your help
in arranging a meeting at the CIA. (Last year's session with you and
your staff was clearly one of the highlights of the entire program--and
I hope it will be possible to hold a similar session for the new group. )
