SUBJECT : BOB Review of Agency Super-Grades

Marty Convisser reported informally the results of his review of the
Agency's super-grade picture. He advised that Jim Clark will be recom-
mending to Schultze an increase in the Agency's super-grade ceiling of only
25X1 10, or from He also stated that this includes SPS positions.
The form of the Bureau's action will be a letter from Schultze to Helms
which, in effect, is a modification of our allowance letter for 1967.
Convisser pointed out that as regards the SPS positions, he noted the Agency
has not yet filled most of them and that "the new ceiling will probably not
be difficult to live within. "
I am not clear what the implications of this particular ceiling will be
upon the Agency, and it will depend upon how specific the allowance letter
is from Schultze as regards the SPS positions. I did not press Convisser
on the issue of separation of the two, but I suggested to him that before
Clark makes his recommendations to Schultze, a meeting on the subject
might be in order so that specific issues could be cleared up. It was
agreed that such a meeting between Mr. Jim Clark, Mr. Convisser,
Mr. Emmitt Echols and myself was in order.
