SUBJECT: Bureau of the Budget Review of Agency Supergrades
1. I called John Clarke to advise him of the note Colonel White sent
to me asking if I was sure I had done, all that can be done at this time as it
isn't very encouraging- -reflecting on the Memorandum of Conversation
which advised that Martin Convisser has indicated that our supergrade
ceiling will be increased only ten persons (to= and will include the SPS
positions. ,
2. I mentioned to John Clarke that we need to deal with this subject
on a higher level and in a more forceful way as we simply cannot live with
SPS positions being included in our supergrade ceiling level. It was agreed
that Mr. Clarke would endeavor to set up a meeting next week with Jim Clark
(BOB), Colonel White, and RLB, if Colonel White approves of this approach.
