I was rather surprised to find that the
list of civilian annuitants currently under active CIA personal
services contracts is so large. I suspect that it could be cut
down. I do think that we have an obligation to watch this very
closely. In view of the increasing number of retirees, we
could find ourselves with a very sizeable list of people who
are working part time under contract and making as much or
more money than when they were working full time.
Before submission of your next report
as of 30 June 1966, I would like to ask you to review most care-
fully the criteria for entering into personal services contracts
with civilian annuitants and to ensure that each contract is fully
justified and in the best interests of the Government.

First Quarterly Report on Retired Government
Civilian Annuitants
1. This report is for your information only.
2. You have requested a quarterly report on civilian annuitants
of the Government rehired by the Agency and a year-end report in depth
on the same subject. This first quarterly report covers the period through
31 March 1966 and consists of three sections. Each section has been
labeled as an attachment.
3. Attachment A is a list of civilian annuitants currently under
active CIA personal services contracts who are categorized as either
Contract Employees or Contract Agents (Independent Contractors). Basic
facts concerning their contracts and retirement status have been included.
4. Attachment B is a list of all civilian annuitants currently
reemployed by appointment. It follows the general format of Attachment A.
5. Attachment C is a listing of Agency Consultants who are also
retired civilian annuitants of the Government.
7. As you know, the compensation of an employee whether hired
by contract or appointment must be reduced by the amount of his annuity.
However, the fee paid an Independent Contractor is in addition to his
annuity.
8. This report will be kept up-to-date by my office through
30 June 1966, at which time the next quarterly report will be submitted.
