Approved For Release 2006/11/17: CIA-RDP84-00780R001400120017-8 SECRET DD/S 66-3994 29 JUL1966 MEMORANDUM FOR: Acting Director of Personnel SUBJECT : Retirement Provisions for Certain Personnel 1. I believe the attached correspondence is self-explanatory. The CA Staff memorandum was forwarded to the Director through the DD/S and the DD/S concurred in principle that staff agents resigning to accept employment in place with an activity coming under a foundation should not lose the retirement benefits that they would be entitled to had they remained in staff agent status. 2. On the other hand, the memorandum has no comparison of benefits to be derived from employment by the Ford Foundation, nor is there any careful analysis of the equity to be protected. You are, there- fore, requested to have these cases individually analyzed, and, to come up with a formula which will protect both the individuals with respect to their retirement and assure the Agency of a defensible position. 3.
