Attached is a T/O revision from Security which
brings the number of their slots in line with their present
ceiling increases. It also calls for 6 more "upper grade"
slots and these present a problem. At present you have
only 7 unjii-w~allocated. "upper grade" slots and we prob-
ably can expect a number of competing demands for
them. PPB has indicated that no more such slots are
likely to be forthcoming during the remainder of FY 1967.
It is suggested, therefore, that you approve the
Security T/O with a caveat along the lines suggested by
Personnel. This would defer action on the 6 "upper
grade" slots for the present and allow time to determine
what the competition is going to be for the few slots
available.
Since with this caveat there's no increase in
Security's average grade, its T/O does not have to go
to PPB; your approval is all that is required.

I believe we have a problem ahead with regard to the
numbers of GS-14 and above positions. When the ceilings on these positions
were passed out by PPB, DD/S received 13 ceiling slots above the then
established GS-14 and above positions throughout the Support Services.
Three of these ceiling slots were used to cover positions which
had been transferred to the Office of Security and your Staff. Three
additional ceilings were used on the revision of your front office T/O
J This leaves seven GS-14 and above
ceilings, o which Security in this package is requesting six. I expect
Commo and others who received ceiling increases for 1967 will also be
requesting authorization for GS-14 and above ceilings.
Recommend you initial the attached Routing Slip
and obtain Personnel's recommendation before you decide on use of the
available GS-14 and above ceilings.
Attached is a note from
the adjustments being requested by the Office of Security.

Staffing Complement Revision - Office of Security
1. The Office of Security is seeking approval of an increase in their
staffing complement of Q positions to their current ceiling authorization
of I position increase is as follows:
Administration and Training Staff
Physical Security Division
Personnel Security Division
Investigations and Operational
Support including 6 for the
Special Activities Division

3. The primary issue is the approval of the Dadditional upper -grade
level positions. The Support Directorate, as you are aware, has a "cushion"
of only Dupper-grade ceiling authorizations. These will have to
meet all of the future requirements within the Directorate for this fiscal
year unless additional authorizations are approved by the Executive Director-
Comptroller.
4. Office of Security does not offer any compensating down-grading to
offset the requested increase in upper-grade positions. In fact, they certify
that it is "impossible to compensate" for the increase.
5. It is suggested that the DD/S not concur on Office of Security's pro-
posal at this time, but rather forward the request to the Director of Personnel
for classification review and advice in accordance with the procedures
governing requests for increases in upper-grade level positions.
