Following your approval to nominate Colonel White
for the Management Achievement Award I prepared the
necessary supporting papers and discussed the nomina-
tion with him. He asked that'he not be nominated
inasmuch as previous recipients of the Award have been
officials who have established widespread public
reputations. He did not feel he could properly compete
on these grounds and preferred not to be considered.
