SUBJECT : Nomination of Candidates for 1966-67 Public
Service Awards
1. T Is memorandum submits a recommendation for your approval;
this recommendation is contained in paragraph 3.
2. At your suggestion, I have again reviewed the nominations for
Public Service Awards and I agree that we should nominate only one
employee for a single award. After looking over the biographic data of
those nominated for the William S. Jump Memorial Award and the Federal
Woman's Award, I believe that a stronger case can be made for 25x11
espectively.

SUBJECT Nomination of Candidates for 1966-67
Public Service Awards
1. This memorandum submits the nominations of candidates
for the 1966-67 Public Service Awards which were received from
Agency Directorates.
2. We have solicited each Directorate of the Agency to
obtain nominations for the 1966-67 Public Service Awards. A
copy of our memorandum and descriptive literature on the eight
awards programs are attached.
3. No nominations were received for the following three
awards:
a. The Arthur S. Flemming: The Agency's 1966
nominee, Dr. Albert D. Wheelon, was among the
semi-finalist group of winners.
b. The National Capital Award: The Agency did
not nominate a candidate for the 1966 National
Capital Award.
c. The Paperwork Management Award:
was our 1966 candidate. The winners of
this award will be announced by 27 September 1966,
the scheduled date for the presentation of these awards.

When I noted in the Noon Meeting yesterday
Colonel White's comment on the nomination for
more than one employee for a single Public Service
Award, Mr. Bannerman asked me to obtain bio-
I recommend that you withdraw
from the William S. Jump Memorial
Award nomination and rom the
Federal Woman's Award nomination. I believe
the cases of would
be a little easier than the others to present. I
talked wi- bout this. She has no
strong feeling on the subject. We agree that,
based on past selections for the Award, neither
would seem to
have a very good chance of winning it. Attached
is a proposed memorandum to Colonel White.
