1. This memorandum submits for your signature a letter to
Mr. Robert Dougherty, Chairman of the Flen ing Awards Program.
2. The attached letter from Mr. Dougherty solicits norni,-wations
of young men who have demonstrated exceptional capabilities and
performance in scientific investigation and administration.
3. The Agency nominated Dr. Wheelon last year for the
Flemming Award, but he was not selected as a winner. No candidates
were nominated this year.
4. It is reco vended that you sign the attached letter to
Dougherty advising that the Agency has no nominations for the
1967 Flemming Award. The deadline date for advising the Flez i ming
Awards Commission concerning nominations is t December 1966.
