This memorandum contains In paragraph 4 a suggestion for your approval. 2. Over the years we have made a number of nominations for the Rockefeller Award, but to date we have not had a successful candidate. In 1957 we nominated In 1960, after the program was revised, we nominated Dr. Guth and in 1961, Dr. Scoville. In 1962 Mr. Helms was nominated by Mr. Dulles and his nomination was endorsed by Mr. McCone. This may not have been considered an Agency nomination since Mr. Dulles was not with the Agency at the time. In 1963 Messrs. Helms and Kirkpatrick were nominated. In 1964 the Rockefeller Committee asked the Agency to re-introduce the nominations of Messrs. Helms and Kirkpatrick. General Carter replied that inasmuch as Mr. Kirkpatrick had received the Presidential Award, he would not be nominated for the Rocke- feller Award. Our nominee that year was Mr. Helms. In 1965 Messrs. Helms and Kirkpatrick were nominated, but Mr. Helms later withdrew his nomination after receiving the National Civil Service league Award and after being appointed the Deputy Director of Central Intelligence. Mr. Helms was nominated in 1966. 3. This memorandum is for your information. 2. Now that these awards have been announced, it idght be worth speculating about why our candidate did not win. First, the selection committee seems to have made a decision this year to seek out second helon officials for recognition. Not only is this supported by the elects this year but by the `act that our nominee and Ambassador David Bruce were both passed over. No. The nominees last year (1965) were Mr. Helms and Mr. Kirkpatrick. Mr. Helms withdrew his nomination after receiving the National Civil Service League Award and after being appointed the Deputy Director of Central Intelligence. Mr. Kirkpatrick was not selected.
