17 February 1966
I alerted 0 to this requirement
that he brief the Director on samples of cables
and suggested that he might want to have someone
start preparing the samples even before receipt
of this paper.

I think the attached memorandum is a very
good explanation of why we do not use the date/
time group method of-numbering messages
transmitted electrically. (This question arose I
when we were discussing the handling of the
I
cable.) I
I recommend that we make no change in
the present system.

MEMORANDUM 'OR: Executive Director-Comptroller
THROUGH : Deputy Director for Support 9 8 FEB 1966
SUBJECT ; Electrical Transmissions
1. This memorandum is for information and is in response
to your verbal request.
2. All electrical transmissions originated by CIA are assigned
reference numbers. These numbers are transmitted to the addressees, and
are also reproduced on the copies which are distributed in CIA in order
that there will be a common means of reference for all holders of the
message. Consecutive reference numbers for electrical transmissions
have been used throughout the history of CIA. This system has eliminated
confusion caused by messages with similar date time groups. Consecutive
numbers are extremely important in accounting for messages throughout
the communications network and in message centers. A missing or delayed
message is immediately apparent when using consecutive numbers. This is
not true if date time groups are used in lieu of numbers because there are
often several messages with identical date time groups, and of course there
are many gaps in date time groups when no messages are filed.

3. We are reviewing the entire system to eliminate any incon-
sistencies or problems that we can identify. The system has proven to be basic-
ally sound and workable, and we believe it should be continued. If there are
aspects of the system that should be modified or clarified, we are prepared to
discuss these changes in detail with whomever you designate.
