: Memoranda to the Deputy Directors Concerning
1966 Fund-Raising Campaigns for Welfare aid
Health Organizations
1. Memoranda addressed to the four Deputy Directors conceinhig
the 1966 campaigns to raise funds for health and charitable organizations
are attached for your signature.
2. Fund-raising campaigns for the support of the National Health
Agencies and the four International Service A.gencies will be condue:ed
early in 1966 in Federal installations which did not participate in th,,
Combined Federal Campaign this fall.
3. We have received copies of the messages to the Heads of
Executive Departments and Agencies signed by President Johnson veil
urges Federal employees to support the national and international at;encies.
In replies to letters from Secretary McNamara, Secretary Fowler, and
Secretary Freeman, chairmen of United Commanity Campaigns, Nadonal
Health Agencies Federal campaign and the fund drive for the International
Service Agencies, respectively, you stated that the Agency would urge our
these organizations and wishes to encourage personnel to voluntarill
support these on-the-Job campaigns. It is suggested that you sign the
attached memoranda to the four Deputy Directors.

SUBJECT : 1966 nmd-Itaising Campaigns for Welts
and Health Crganizations
1. Fund-raising campaigns for the National Health and Into Jona
Service Agencies will be conducted early in 1966 in all Federal installations
in the United States except those which participated in the Combined Federal
Campaigns this fall. The local United Funds and Community Chests will
conduct their annual solicitations next fall in locations outside the CotIbined
Federal Campaign areas.
Z. President Johnson has appealed to federal employee, to ettpport
the National Health and international Service Agencies in their efforts to pro-
vide better health for all Americans and to help relieve sickness, poverty,
hunger, and oppression throughout the world. Secretary Fowler, national
campaign chairman for the National Health Agencies, and Secretary Freeman,
chairman for the International Service Agencies, have asked us to urge generour
support for these organizations by our personnel
under your jurisdiction of the President's special appeal and urge theta to
encourage their personnel to contribute am generously as they can to these
agencies. Emphasise the fact that the Agency endorses the good purpgIses
of these national and international organizations and also the iund-raitinj
efforts of the Red Cross and the local tufted funds or the Community
Chests, but we want participation always to be entirely voluntary. I believe
our employees will want to give their full citizen's share to these worthy
organisations which carry on for us the great American tradition of voluntary
help for ourselves and our fellow man.
