He pointed out that it is becoming increasingly important that consideration be given to adopting a policy of directed assignments at the completion of the training program in order to insure that requirements of the Agency are satisfied in a manner consistent with the prevailing ceilings and staffing patterns. Individuals who have been selected into the Program based upon the clear understanding that their career would be pointed in the direction of a particular Directorate cannot be allowed to change their minds willy-nilly. In this same connection, we should have for ourselves some pretty clear guidelines about actions to be taken in cases where individuals may refuse to accept an assignment. 2. reported that he and Mr. Baird had reached an agreement that the introductory part of the JOT course, intended to acquaint students with the Agency and assist them in reaching a decision about that part of the Organization toward which they want to point their careers, will require some revision. If we are going to adopt the practice of directing assignments, it would be inconsistent to encourage or allow the individual JOT to make the decision about the component to which he would like to be as signed. 3.
