VOL. -DO NOT DESTrOY --- Item I The minutes of the regular meeting of 18 October 1950 were read and amended to indicate that the.letter to the Commanding General USAF accepting his position and proposal and the letter to Secretary of State regard- in- CIA acceptance of the Air Force position would be drafted by Item 11: It was reported that mobile unit #2 will be ready for shipment to on 1 December 1950. Six men will be assigned on TDY to accompany the unit and place it in dead storage after subjecting the unit to a complete in- spection upon its arrival. Upon departure of the six technicians, will then be responsible for the physical security and protection, of this unit. A letter regarding assistance is being prepared. The mobile unit #2, after arrival readiness so as to provide an emergent will then be held in ]radio base. In-dis- cussion it was pointed out that the road network between was such that the mobile unit could be dispatched to whatever point was deemed necessary. Negotiations for the establishment of a fixed radio base in have reached a point where formal) negotiations for s base are in order and it has not been decided whether or not such formal negotia- tions are desirable at this date. This discussion should be continued at the next meeting of the board. Informally, COAPS had indicated their recommendation was identical with that arrived at b the board during its twenty-eighth meeting. During discussion on the base, it was agreed that the services of an individual to work solely on this type of problem was required. The recruiting of a negotiator for world-wide communications net- works, grade 15, on either a contract or permanent assignment basis had been previously recommended and approved. advised the board that an acceptable applicant is now processing. New Business requested a current progress report be presented to the board and that it be broken doom into four categories: General progress, personnel, supplies, and special problems. who had been absent from the board, then raised the follow- ing questions as to progress on the following projects: A. RS-6 production - desired to know if C0M!O had re- ceived the ADSO letter of authorization for expediting production of the RS-6. In answer to this question stated that the authorization had been. received and the contract let. The prototype model will be completed by 1 March 1950. Delivery of a small quantity of sets is scheduled for 1 May 1950 with 500 sets delivered by 1 June 1950 and 100 per week thereafter until completion of the contract. B. se - sired to know the status of nego- tiations on th base. stated that base has been classified as a low priority project and no work had been done on this project for some time. Relations of Como personnel with other field personnel. esired to know if this paper was regarded as being of sufficient importance or inclusion in the new manual of field regulations that was being prepared for transmission to field stations: stated that Comoro felt that this was a most important subject and that the sooner this document was dissiminated to the field, the better. E. Equipment stock levels - desired to know what was being done by Commo to get equipment stock levels that had been established by the board. After considerable discussion, Comoro a eed to submit a report- showing present stock levels on agent equipment, then suggested that such a report be presented monthly by Commo for the information of the board until such time as the agreed stock levels had been reached. Mr. agreed to submit such,a report, while dissenting that it was properly the concern of the board. F. Commo mobilization plan - wanted to know what was the status of the Commo mobilization plan. commented that prelim- inary copies of the mobilization plan had been routed to OPC and OSO, pending gomments from these offices, no further action was being taken. requested that the establishment of a radio station be scheduled for discussion at the next meeting. asked of the status of the packaged stations. that Commo had provided packaged stations in for emergency use. To meet the problem for other areas, Commo had packaged the essential requirements for radio stations and is hold- ing the units at the warehouse. These units are capable of meeting emergency communications requirements that might arise in the future. I. asked the status of Commo with regard to the National Production Aut it y. stated that the Engineering depart- ment, acting upon request, was in the process of correlating its requirements for the National Production Authority. The problem was com- plicated, however, by an additional requirement, which asked for a tabulation of the number of pounds of aluminium, copper, and brass, etc., that was re- quired. It is understood that this can be a very general estimate and no difficulty is anticipated. then asked whether cables relative to the establish- tne,RV of the "FG a "J" and nG" stations had been transmitted. As of this time, reference cables had been dispatched. To date, personnel have been selected, and authority has been granted to establish the ou - Department is now endeavoring to obtain Permission to establish the base In order to further f e with the Communications Division, equested that 15 minutes of each board meeting be set aside for the presentation of an outline of the organization and function of the various component's of the Division. Each overseas area along with headquarters could be covered and discussion would include current capabilities, future planning, special problems and equipment available. It was asked if this presentation could possibly be given to the area chiefs of OSO and OPC in the new OPC Lecture Room. After discussion, it was agreed that the decision on presenting this material to all area chiefs would be given later, after the board had appraised ithe value of the talks to the board members. A It was recommended that weekly meetings of the board shall be held on Wednesday afternoon, at 3:00 PM, until such time as the 'board is caught up ,,with its activities. It was agreed that~ radio base will be discussed at the next scheduled meeting. Also to be discussed will be the relation between communi- cations and other station personnel in the field, The meeting was adjourned at 4:40 PM.
