M *1ORANDUM FOR THE ASSISTANT DIRECTOR FOR SPECIAL OPERATIONS
SUBJECT: OPC Communications Requirements
1. Returned herewith is the memorandum from Communications,
dated 23 February 1949, on the above subject.
.2. OPC is an integral part.of CIA and, as such, has not only
the..right but the responsibility of asking services and assistance
from any of the other branches of CIA where such services and
assistance can be rendered. Therefore, the training requested
shall be provided consistent with space availability and personnel
availability. If necessary, additional staff personnel for selec-
.tion and training duties will be added to Communications rather
than setting up an entirely new unit for such training. '
3. A copy of this memorandum and of the basic memorandum are
11 being sent to Management in order that they may look into the space'
facilities available as well as the personnel numbers available,
