This memorandum invites you to nominate candidates for the Public Service Awards listed above. A pamphlet, describing the purpose and criteria for each award with a list of the latest winners, is attached to assist you in your selection. 2. Asking you to make all your selections at one time has proven to be more effective and time saving than asking you to consider each award when the invitation is received. This system provides sufficient time for careful consideration of candidates and to work up the basic nominating documents before the Agency receives the formal invitation for nominations. 3. It is requested that employees under your jurisdiction be screened for potential candidates. You may submit more than one name for an award. Please send me your list of nominations on or before 15 May 1969. This Office will then compile a list of all nominees sub- mitted and forward it to the Director for final decision. Jump Memorial Award, Federal Government Accountants Awards, National Capital Award, or the Paperwork Management Award, We would not ask the Director to endorse a candidate who is not fully qualified and deserving of these awards. I urge you, however, to consider carefully and screen em- ployees in your area so that no qualified nominee is overlooked. A review of Honor and Merit Award recipients under your jurisdiction may well be a useful source of nominees for the Public Service Awards listed above. 5. Budget may be of interest as background information because it mentions specifically that Federal Executive Boards can promote emphasis on employee recognition. It is encouraging to see this reference to the importance of employee recognition since the membership of Federal Executive Boards is drawn from commanding officers and managers of field establishments. 3. DSA held an impressive awards presentation on its "Second Annual Awards Day" on July 9, 1969. In addition to medals9 desk trophies consisting of a bronze medallion embedded in clear plastic were presented to the "Ten Outstanding DSA Personnel of 1969." Citations were presented to three outstanding suggesters, and to the significant cost contributor and the significant zero defects contri- butor of the year. MAYO DIRECTOR, BUREAU OF THE BUDGET I concur in the recommendations of the report on Federal Executive Boards submitted by you and the Chairman of the Civil Service Commission. Act immediately to carry out those recommendations. Federal. Executive Boards can be an effective means of implementing a wide range of Administration policy. They should give renewed emphasis to promoting cooperative action by Federal agencies in three primary areas: -- First, Government-wide policies requiring the full cooperation of all agencies can be carried out more effectively through Federal Executive Board leadership. Examples include equal employment opportunities and summer youth programs. Second, the Federal Executive Boards can serve the community in Community Chest Campaigns, blood donor drives, and other continuing and emergency community needs. Finally, the Federal Executive Boards can help improve efficiency of operations, service to the public, sharing of space and equipment, and employee recognition. The fifteen existing Federal Executive Boards have proven their worth; it is time to establish new Boards in the 10 cities named in your report. Please convey to the Heads of Departments and Agencies and to Federal Executive Boards my support for this means of creating a more effective Federal Government, and of developing a new sense of partnership between the Federal Government and States and communities.
