THE WILLIAM T. PECORA AWARD is presented annually in recognition
of outstanding contributions of individuals or groups toward the under-
standing of the earth by means of remote sensing. The award is spon-
sored jointly by the National Aeronautics and Space Administration and
the Department of the Interior.
The award was established in 1974 to honor the memory of Dr.
William T. Pecora, former Director of the U.S. Geological Survey, and
later, Under Secretary, Department of the Interior. Dr. Pecora was the
motivating force behind the establishment of Earth Resource Sensing
from space. He was a Government leader with broad vision and had a
deep appreciation for the use of satellite system programs in continually
inventorying and managing our national resources more effectively and
in helping us to be more effective ~n preventing degradation of the
environment.
ELIGIBILITY
All individuals or groups working in the field of earth resource
sensing, including those from both the scientific and nonscientific
community are eligible for this award.

CRITERIA
The award recognizes contributions of those in the scientific and
technical community as well as those involved in the practical applica-
tion of remote sensing. Consideration will be given to sustained or single
contributions of major importance to the art or science of the
understanding of the earth through observations made from space.
NOMINATION PROCEDURE
Nominations for the award may be made by any individual,
scientific organization, or professional society, by letter (an original and
seven copies) to the William T. Pecora Award Committee, Office of
Personnel, Department of the Interior, Washington, D.C. 20240 or to
the Incentive Awards Board, NB-45, National Aeronautics and Space
Administration, Washington, D.C. 20546. A brief statement in terms of
the criteria outlined on the preceding page in support of the nomination
will be sufficient, but a more developed evaluation of the nominee is
preferred. A suggested format appears on the following page of this
brochure. Anyone believed to meet the criteria may be nominated. In
selecting the recipients, the award committee will consider cumulative
achievements as well as single concrete contributions.
Previous nominees not selected as recipients will be reconsidered
for this year's award. Such nominations should be updated by
submittors.
AWARD
The award will consist of three forms of recognition: (1) each
recipient will receive?a citation appropriately framed and jointly signed
by the Administrator and the Secretary; (2) each recipient will receive a
suitable plaque to be presented to the awardee by the Administrator and

ITEM #1 - Presidential Message
The attached Presidential memorandum announces the winners of the Pres-
idential Management Improvement Awards and requests that agency heads
continue to recommend for Presidential letters of commendation those
persons who contribute significantly to increasing productivity, improving
services, conserving energy and other vital resources, eliminating paper-
work and developing and applying new and existing technology (instructions
on the preparation of such recommendations are contained in FPM Chapter 451,
subchapter 3-6).

The due date for submission of nominations for the National Civil Service
League Awards has been extended to the end of February. A copy of the original

THE WILLIAM T. PECORA AWARD is presented annually in recognition
of outstanding contributions of individuals or groups toward the under-
standing of the earth by Means of remote sensing. The award is spon-
sored jointly by the National Aeronautics and Space Administration and
the Department of the Interior.
The award was established in 1974 to honor the memory of Dr.
William T. Pecora, former Director of the U.S. Geological Survey, and
later, Under Secretary, Department of the Interior. Dr. Pecora was the
motivating force behind the establishment of Earth Resource Sensing
from space. He was a Government leader with broad vision and had a
deep appreciation for the use of satellite system programs in continually
inventorying and managing our national resources more effectively and
in helping us to be more effective in preventing degradation of the
environment.
ELIGIBILITY
All individuals or groups working in the field of earth resource
sensing, including those from both the scientific and nonscientific
community are eligible for this award.
CRITERIA
The award recognizes contributions of those in the scientific and
technical community as well as those involved in the practical applica-
tion of remote sensing. Consideration will be given to sustained or single
contributions of major importance to the art or science of the

NOMINAN PROCEDURE
Nominations for the award may be made by any individual,
scientific organization, or professional society, by letter (an original and
seven copies) to the William T. Pecora Award Committee, Office of
Personnel Management, Department of the Interior, Washington, D.C.
20240 or to the Office of Personnel, Code NPM, National Aeronautics and
Space Administration, Washington, D.C. 20546. A brief statement in
terms of the criteria outlined on the preceding page in support of the
nomination will be sufficient, but a more developed evaluation of the
nominee is preferred. A suggested format appears on the following page
of this brochure. Anyone believed to meet the criteria may be nominated.
In selecting the recipients, the award committee will consider cumulative
achievements as well as single concrete contributions.
Previous nominees not selected as recipients will be reconsidered
for this year's award. Such nominations should be updated by
submittors.
The award will consist of three forms of recognition: (1) each
recipient will receive a citation appropriately framed and jointly signed by
the Administrator and the Secretary; (2) each recipient will receive a
suitable plaque to be presented to the awardee by the Administrator and
the Secretary; (3) each recipient will have his name inscribed and
appropriately displayed as a "William T. Pecora Fellow".

have recently received a revised set of guidelines for evaluating
incentive awards programs, prepared by this office. By more carefully
defining and organizing the areas of inquiry, the new guidelines should
improve both the quantity and quality of evaluation coverage in the
incentive awards area. We intend to continue to extract and forward
for your attention materials from the Civil Service Commission's personnel

not have any candidates for subject award this year. A
survey of all the DDSET components surfaced only one
potential candidate. Unfortunately, subsequent discussions

totally dilluting the justification for the award.

The William T. Pecora Award is presented annually in recognition
of outstanding contributions of individuals or groups toward the under-
standing of the earth by means of remote sensing. The award is sponsored
jointly by the National Aeronautics and Space Administration and the
Department of the Interior.
The award was established in 1974 to honor the memory of Dr.
William T. Pecora, former Director of the U. S. Geological Survey, and
later, Under Secretary, Department of the Interior. Dr. Pecora was the
motivating force behind the establishment of Earth Resource Sensing
from space. He was a Government leader with broad vision and had a
deep appreciation for the use of satellite system programs in continually
inventorying and managing our national resources more effectively and
in helping us to be more effective in preventing degradation of the
environment.
ELIGIBILITY
All individuals or groups working in the field of earth resource
sensing, including those from both the scientific and nonscientific
community are eligible for this award.
CRITERIA
The award recognizes contributions of those in the scientific and
technical community as well as those involved in the practical applica-
tion of remote sensing. Consideration will be given to sustained or single
contributions of major importance to the art or science of the under-
standing of the earth through observations made from space.

NOMINATION PROCEDURE
Nominations for the award may be made by any individual, scientific
organization, or professional society, by letter (an original and seven
copies) to the William T. Pecora Award Committee, Office of Organization
and Personnel Management, Department of the Interior, Washington,
D. C. 20240 or to the Office of Personnel, Code QPM, National Aeronautics
and Space Administration, Washington, D. C. 20546. A brief statement
in terms of the criteria outlined on the preceding page in support of the
nomination will be sufficient, but a more developed evaluation of the
nominee is preferred. A suggested format appears on the following page
of this brochure. Anyone believed to meet the criteria may be nominated.
In selecting the recipients, the award committee will consider cumulative
achievements as well as single concrete contributions.
Previous nominees not selected as recipients will be reconsidered
for this year's award. Such nominations may be updated by submittors
if they desire.
AWARD
The award will consist of three forms of recognition: (1) each
recipient will receive a citation appropriately framed and jointly signed
by the Administrator and the Secretary; (2) each recipient will receive a
suitable plaque to be presented to the awardee by the Administrator and
the Secretary; (3) each recipient will have his name inscribed and
appropriately displayed as a "William T. Pecora Fellow".
