MEMORANDUM FOR: Director of Central Intelligence

SUBJECT . Nomination of R. Jack Smith for the 1966 Career
Service Awards Program sponsored by the National
Civil Service League
1. This memorandum transmits for your signature a letter
nominating Dr. R. Jack Smith for the 1966 Career Service Awards
program. The nominating document was prepared in collaboration with
and other officials in DDI and was reviewed
by the Deputy Director of Security.
2. The Agency is invited each year to nominate candidates for
the Career Service Awards program sponsored by the National Civil
Service League. This is the same award presented to Mr. Lyman
Kirkpatrick in 1960, to Dr. Sherman Kent in 1961, to Mr. Arthur
Lundahl in 1963, to Mr. James Lay in 1964, and to Mr. Richard Helms
in 1965. The letter from ex-Postmaster General J. Edward Day,
President of the National Civil Service League, and the League's
booklet dedicated to last year's winners of Career Service Awards
are attached.
3. It is recommended that you sign the attached letter to
Mr. Day and the nominating document for submission to the National
Civil Service League. The deadline date for the submission of
nominations is 20 December 1965.
