Approved For Relgse 2002/06/18 : CIA-RDP84-00313R0300010028-8 MR. LAWRENCE R. HOUSTON GENERAL COUNSEL CENTRAL INTELLIGENCE AGENCY Mr. Lawrence R. Houston can lay claim to the title "Legal Architect of the CIA. IT He was the first and continues as the only General Counsel of the Central Intelligence Agency. Before World War II he was established in a private legal career. When the war began, he entered military service and was assigned to the OSS. After the war he stayed with the OSS and its successor organizations and began the preliminary planning for a centralized intelligence organization. He created the legislative design for the Agency that was incorporated in the National Security Act of 1947 and led to the Central Intelligence Agency Act of 1949. So complete was his work that no changes were made or required in the Act since that time. Mr. Houston is both creator and principal practitioner of "intelligence law" and during his 22 years with CIA, he has demonstrated through his many contributions to the Agency and the nation that he has truly met the challenge of public service. Kirkpatrick, Jr. -- 1960 Mr. Kirkpatrick was selected to receive the NCSL award when he was Inspector General.. Later he was appointed Executive Director-Comptroller. He is now Professor of Political Science at. Brown,. University. Sherman Kent -- 1961 Dr. Kent was selected to receive the NCSL award when he was Assistant. Director for National Estimates. He is the author of "Strategic Intelligence". Dr. Kent was Chairman of the Board and Director of National Estimates when he retired in December 1967. Arthur C. Lundahl -- 1963 Mr. Lundahl was selected to receive the NCSL award when he was Assistant Director for Photographic Intelligence. He is considered the most distinguished authority in the nation on photographic intelligence and is presently the Director of NPIC. Lay, Jr. -- 1964 Mr. Lay was Executive Secretary to the United States Intelligence Board when he was selected to receive the NCSL award. He continues to serve in this important position. Richard Helms -- 1965 Mr. Helms, the Director of Central Intelligence, was selected to receive the NCSL. award when he was Deputy Director for Plans. He was appointed Director of. Central Intelligence on 30 June 1966 by President Johnson. Colonel Lawrence K. White -- 1969 Colonel White was Executive Director-Comptroller when selected to receive the NCSL award last year. He still holds this important position. -- third in the Agency's executive command.
