Kimsey N E W S Government specialists in diplomacy, research, international economics, legislation, public administration, intelligence and cryptology were named today to receive the Career Service Award of the National Civil Service Awards Program. In making the announcement, League President Mortimer M. Caplin said, "This program, honoring ten top federal employees, offers fresh evidence of the quality and dedication of government employees? It also points up the range of challenging job opportunities found in government service. Not only do we honor the deserving, but we draw attention to the valuable contributions of government employees to our national well-being." He went on to point out that the awards program also encourages able youth to build government careers and stimulates the efforts of others in government. Mr. Caplin further announced that an April 23 banquet will be the occasion to reward the awardees. At the Washington-Hilton banquet, each award winner will receive $1,000 cash (tax-free); an inscribed watch; and a citation. Hundreds of leaders from the nation's business, government and academic circles will attend. Winners of the 1971 Career Service Award are: Charles M. Bailey, Director, Defense Division, General Accounting Office; for his leadership in improving government financial practices, particularly with regard to military financial administration James Bruce Cardwell, Assistant Secretary, Comptroller, Department of Health, Education, and Welfare; for his outstanding administration of the second highest departmental budget in government Alan M.
