Jones Award for Executive Service. The names of the distinguished members of the Selection Committee appear at the bottom of this page. The Roger W. Jones Award is given annually to two Federal career executives who have demonstrated superior leadership. The recipients of the 1979 award were Christopher C. Kraft, Director of the Johnson Space Center, NASA (nominee of NASA Administrator Robert A. Frosch) and Dale R. McOmber, Assistant Director, Budget Review, OMB (nominated by OMB Director James I. McIntyre, Jr.). As you may know, Roger Jones is recognized as a public servant of great distinction, having served in a range of Federal agencies over many years, ultimately as a career executive and a Presidential appointee in both Democrat and Republican administrations. He stood for effectiveness in management and for the development of managerial skills in the staffs of the agencies which he served. He recognized that governmental effectiveness depends in large measure upon the quality of the career executives who work with political leadership in mobilizing the bureaucracy to realize national goals. The award is given to career executives whose leadership has resulted in outstanding organizational achievement and who have successfully fostered the development of managers and executives for career service.
