JONES AWARD GOES TO TWO FEDERAL CAREER EXECUTIVES FOR IMMEDIATE RELEASE Mailed: April 8, 1980 WASHINGTON, D.C. -- Two career civil service executives have been named recipients of the Roger W. Jones Award for Executive Leadership. They are Harry S. Havens, director of the Program Analysis Division of the General Accounting Office; and Dr. Francis J. Mulhern, administrator of the Animal and Plant Health Inspection Service (APHIS), Depart- ment of Agriculture.- The Jones Award is presented annually by The American University to two federal career executives who have demonstrated leadership which resulted in outstanding organi- zational achievements and who have a strong commitment to the development of managers and executives for government. Havens, nominated by Elmer B. Staats, comptroller general of the United States, has led in establishing new policies in the GAO, strengthening its abilities to integrate economic analysis with the other responsibilities of the GAO. He selected and trained a 145-member team charged with continuous experimentation with and demonstration of new methodologies for analysis to keep pace with growing government needs. Mulhern, who was nominated by Bob Bergland, secretary of Agriculture, began the first Upward Mobility Program in the agriculture department and the first executive (+A,,o1orfinent program in government. Under his leadership APHIS has eradicated livestock diseases such as hog cholera and is dramatically reducing brucellosis in cattle. He was the first to push for enactment of state laws requiring that only cooked garbage be fed to swine, which led to the elimination of vasicular exanthema. Kraft, director, Johnson Space Center, NASA; Richard E. Newstadt, professor of government, John F. Kennedy School of Government, Harvard University; Elmer B. Staats, comptroller general of the United States; and Charles B. Stauffacher, president, Field Enterprises, Inc.
