1. The nomination for the National
Capital Award has been proposed by the DD S&T and is submitted for
consideration. Biographic material on and a copy of
the letter from Dr. Lear, National Science Foundation, are attached.
2. Although has been employed with the Agency only STATINTL
since last June, he has an excellent record with the USAF and some
of his important work there is directly related to his current
assignment. If his nomination is approved, our su orti ustifi-
cation to the Awards Committee will be based on ro-
fessional career to date rather than on his period of Agency service
alone.
3. Our nomination of a candidate or declination should be
mailed to Dr. Lear no later than 3 February. In view of this dead-
line and the required time to prepare the necessary supporting data
for a nomination, it is requested that this Office be advised as
soon as possible of the decision made concerning the nomination of
an Agency candidate for this award.
