16. MISSION
The Assistant Director for Scientific Intelligence is charged with establishing
and maintaining the Agency scientific and technical intelligence research and
production program, with producing scientific and technical intelligence in
accordance with the responsibilities of the Agency, and with providing advice
and making recommendations on scientific and technical intelligence matters to
the Director of Central Intelligence and other officers and Offices of the Agency.
The responsibility of the Assistant Director for Scientific Intelligence extends to
intelligence on the development, characteristics, and performance capabilities of
foreign devices, products, equipments, and systems, but not to intelligence on
volumes, economic capabilities and technological methods of production except
that, the Assistant Director for Scientific Intelligence is responsible for all aspects
of atomic energy intelligence.
The Assistant Director for Scientific Intelligence shall:
a. Establish and maintain, on the basis of the national intelligence objectives
and other national security requirements, the Agency intelligence research
and production program in the field of scientific and technical intelligence.
b. Conduct research and produce intelligence on fundamental research in the
basic sciences, on basic scientific resources, on medicine (excluding military
medicine), on atomic energy, and on pertinent applied research and develop-
ment for purposes of national intelligence, for Chapter VII of the NIS, and
to meet the needs in these fields of other intelligence organizations and
Government agencies.
c. Correlate and evaluate all-source scientific and technical intelligence pro-
duced by other intelligence agencies, to meet the needs of the Director and
other officers and Offices of the Agency in fulfillment of their assigned respon-
sibilities, and, where necessary, conduct research and produce scientific and
technical intelligence to supplement that produced by other agencies.
d. Provide advice and make recommendations to the Director and other officers
and Offices of the Agency on methods for improving the coordination and
other activities of the scientific and technical intelligence effort of the Fed-
eral departments and agencies related to the national security.
e. Provide advice and assistance to the Assistant Director for National Esti-
mates including scientific and technical intelligence contributions to national
estimates.
f. Provide all-source current scientific and technical intelligence as needed by
the Assistant Director for Current Intelligence and other officers and Offices
of CIA.
g. Establish and maintain necessary collection requirements in the scientific
and technical intelligence field for the collecting components of CIA as well
as other agencies, and provide appropriate assistance, assessment, evaluation,
and guidance in support of the collection activities of such components.
h. Provide appropriate advice to other offices of the Agency, as requested, on
requirements served on CIA for scientific and technical intelligence and in-
telligence information.
I. Study and develop techniques and methods relating to the scientific and
technical intelligence process and recommend employment where appropriate.

11. MISSION
The Assistant Director for Current Intelligence is charged with producing and
disseminating all-source current intelligence, with providing current intelligence
support for the Central Intelligence Agency and other agencies as directed. The
Assistant Director for Current Intelligence as the COMINT staff officer to the
Director of Central Intelligence (a) Is the Agency's member of USCIB, on which
Board he represents the overall interests of CIA in deliberations concerning
COMINT and in the resultant establishment of national policies governing
COMINT; (b) pursuant to USCIB policies, establishes and administers the CIA
COMINT program, including its security, utilization and liaison functions; (c)
discharges certain other CIA responsibilities under USCIB directives.
12. FUNCTIONS
The Assistant Director for Current Intelligence shall:
a. Produce all-source current intelligence and provide internal and external cur-
rent intelligence briefing and support as directed.
b. Maintain a 24-hour Central Intelligence Agency Watch.
c. Give appropriate substantive support to the IAC Watch Committee and pro-
vide administrative and substantive support for the National Indications Cen-
ter, as directed.
d. Represent the Central Intelligence Agency in formulation of policies and pro-
cedures relating to procurement, utilization, and exploitation, security and con-
trol of COMINT.
e. Supervise the COMINT activities and contacts of Central Intelligence Agency
personnel with other agencies.
f. Direct the preparation, execution, and administration of the Agency COMINT
program.
g. Perform special functions as specified by the Director of Central Intelligence.

The Assistant Director for Current Intelligence as the CIA COMINT officer to the
Director of Central Intelligence shall:
a. Advise and assist the Director of Central Intelligence in the formulation, im-
plementation, and coordination of COMINT policies;
b. Coordinate the CIA COMINT program;
c. Provide centralized guidance for the conduct of CIA COMINT activities in ac-
cordance with policies established by USIB; and
d. Act for the Director in COMINT matters, as appropriate.
12. FUNCTIONS
The Assistant Director for Current Intelligence shall:
a. Produce all-source current intelligence and provide internal and external cur-
rent-intelligence briefing and support, as directed.
b. Maintain a 24-hour Central Intelligence Agency Watch.
c. Give appropriate substantive support to the USIB Watch Committee and pro-
vide administrative and substantive support for the National Indications
Center, as directed.
d. Advise and assist the Director of Central Intelligence in the formulation, im-
plementation, and coordination of national COMINT policies.
e. Provide a centralized facility for acquainting CIA components with COMINT
matters considered by USIB and coordinating the Agency approach to such
matters,
f. Conduct CIA liaison with the National Security Agency and other USIB
members in matters affecting COMINT policy.
g. Develop, recommend, and coordinate the establishment and operation of the
CIA COMINT program.
h. Develop and publish CIA regulations governing the procurement, use, ex-
ploitation, security, and control of COMINT, based on USIB policies.
I. Provide a central CIA facility for the receipt and dissemination of COMINT
and intelligence based on COMINT.
j. Develop and operate the CIA COMINT security program.
k. Coordinate COMINT support as required for the CIA ELINT program.
1. Perform special functions as specified by the Director of Central Intelligence.
