This memo recommends that all intelligence memoranda (IM) destined for
the White House or the NSC other than regularly published periodicals
should be made up in triplicate for OCI, ONE, and the DDI and should be
reviewed by the Board of National Estimates so that a regular procedure
can be used in Intelligence' Memoranda production.
